विषय:-राज्य और केंद्र सरकार के कर्मचारियों और अधिकारीयों के स्थानांतरण एवं पदस्थापन के लिए अनिवार्य रूप से न्यायिक + नागरिक + सामरिक सदस्सीय समिति के गठन के सम्बन्ध में ।

महाशयगण,

देश का शायद हीं कोई व्यक्ति इस बेशर्म सच्चाई से इनकार करेगा कि देश के संचालन में कर्चारियों और अधिकारीयों की भूमिका अहम् और इकलौता नहीं होती है जिसके स्थानांतरण और पदस्थापना की हाट (बाज़ार) सर्वोच्य पदों पर बैठे राजकीय और राष्ट्रीय महत्व के लोग अपने निजी लाभ के लिए चलाते हैं ।

इस हाट से स्थानांतरण और पदस्थापना को बोली लगाकर खरीदनेवाले लोग संविधान नहीं बल्कि रूपये के प्रति अपनी वफादारी को बाध्यकारी मानते है और हर वो कुकर्म करते हैं जो उन्हें आगे भी स्थानांतरण और पदस्थापना खरीदने योग्य बनाते हैं ।

कुछ ऐसे हीं हालात न्यायपालिका में थे जिसे केंद्र में वर्तमान सरकार ने कालेजियम प्रणाली में बदलाव लाकर हालात को बेहतर बनाने का ईमानदार व जन-कल्याणकारी प्रयास किया ।

कर्मचारियों और अधिकारीयों के स्थानांतरण और पदस्थापन में न्यायपालिका + नागरिक + सामरिक सदस्सीय समिति इसलिए अनिवार्य है क्योंकि ऐसे स्थानांतरण और पदस्थापना से न्यापालिका के कार्यों में बाधा उत्पन्न होती है, नागरिकों के लिए विकास कार्यों में बाधा उत्पन्न होती है और देश की सुरक्षा में लगे समर्पित जवानों को देश के अन्दर से हीं भितरघात का सामना करना पड़ता है जो देश के अस्तित्व पर हीं प्रश्नचिन्ह लगा देता है ।

ऐसे समिति के गठन का निर्णय लेना बहुत हीं कठिन हैं और कीड़े-मकोड़ों की सोंच रखने वालों के वश की बात नहीं है अतः आप महानुभावों से प्रार्थना है कि साहस का परिचय देते हुए उक्त सुझावों और शिकायतों पर अविलम्ब अमल और करवाई करने का आदेश दें ।

Subject:-Regarding immediate closure of Disney Land, Gandhi Maidan, Patna for ignoring safety norms for kids
Sirs,
The Disney Land without various norms for safety in fair for kids currently at Gandhi Maidan, Patna is a monster’s mouth for kids visiting in thousands. The Disney Land organizer has committed discrepancies between the record of the district administration and Disney Land organization at Gandhi Maidan, Patna as it lacks minimum facilities for the safety for kids;
1. The organizer has not left minimum space between the instruments for entertainment for kids
2. The area for organization is much less than prescribed.
3. The organizer refuses to show the documents of NOC and compliance obtained from district administration and safety experts.
4. The organizers has allocated the narrow passage to vendors for easy money causing immovability of visitors.
5. The organizer has been committing the said offences under the nose of the SSP, Patna and the DM, Patna risking the lives of thousands of kids visiting the Disney Land.
6. There is no helpline and panic cell in and around the Disney land, Gandhi Maidan, Patna
7. The government shall have to bear the brunt in case of pending tragedy with kids at the Disney Land, Gandhi Maidan, Patna
I, therefore, appeal you to immediately close the organization of Disney Land, Gandhi Maidan, Patna till the organizer displays all the safety norms in print media obtained from the district administration and government safety agencies directly responsible to ensure non-playing with the innocent lives of thousands of kids visiting Disney land, Gandhi Maidan, Patna.

संवैधानिक स्तम्भ "पत्रकारिता" की हत्या

विषय:-उत्तर प्रदेश के पत्रकार शहीद जगेन्द्र सिंह के खिलाफ लगे सभी आरोपों और उसे जिन्दा जलाने के मामले की अंतरराष्ट्रीय जांच एजेंसी से जांच करवाने, फर्जी मोकदमा और जिन्दा जलाने और जलवाने के आरोपियों के खिलाफ स्पीडी ट्रायल करवाने और पत्रकार के परिवार को पचास लाख रूपये का मुआवजा देने, उनके आश्रितों को सरकारी नौकरी देने और केंद्र सरकार द्वारा पत्रकार से संबंधी शिकायत के त्वरित निबटारा और सुरक्षा के लिए हेल्पलाइन शुरू करने के सम्बन्ध में  ।

महाशय,

दुखीपूर्वक कहना चाहता हूँ कि उत्तर प्रदेश में निष्पक्ष और निर्भीक पत्रकारिता के विरोध में पत्रकार जगेन्द्र सिंह की हत्या कर दी और किसी राज्य और केन्द्रीय संस्थाओं ने ना हीं इसकी जिम्मेदारी ली, इस तरह की आतंकवाद के खिलाफ स्वतः संज्ञान लिया, आर्थिक व अन्य प्रकार के मदद की घोषणा की ना हीं इस तरह की घटनाओं को रोकने के लिए कोई ठोस करवाई और घोषणा की ।

आम तौर पर ऐसा देखा और सुना जाता है कि किसी अमानवीय, उग्रवादी और आतंकवादी हमले की जिम्मेवारी कोई आतंकवादी, उग्रवादी या कोई संगठन या व्यक्ति ले लेता है ।

देश में ऐसी भी परंपरा रही है कि ऐसी अमानवीय घटनाओं के उपरांत मानवाधिकार संगठन या न्यापालिका स्वतः संज्ञान लेती है किन्तु जगेन्द्र सिंह के मामले में अभी तक ऐसा नहीं देखा गया है जो राष्ट्रविरोधी प्रतीत होता है ।   

पत्रकार जगेन्द्र सिंह के ऊपर हो रहे अत्याचार की कहानी कोई नहीं बात नहीं है, पत्रकारिता के विरोध में हो रहे उनके ऊपर अत्याचार की कहानी काफी लम्बी, पुरानी और शाषनात्मक है जिसे राज्य की जांच एजेंसी से जांच कराना अव्यवहारिक है । मामले की सीबीआई जांच भी फलदायक प्रतीत नहीं होता है क्योंकि मामला केंद्र और राज्य और राजनीतिक पेंच में उलझ कर अनसुलझे रह जाते हैं अतः किसी अन्तराष्ट्रीय जांच एजेंसी से मामले की जांच करवाना, उसका स्पीडी ट्रायल करवाना उचित और न्यायिक प्रतीत होता है ।

अतः श्रीमान् से निवेदन है कि मामले की जांच किसी अंतरराष्ट्रीय जांच एजेंसी से कराने का आदेश दिया जाए, जांचोपरांत मामले का स्पीडी ट्रायल करवाया जाए, शहीद पत्रकार के परिजन को पचास लाख रूपये का मुआवजा दिया जाए, उनके आश्रितों को सरकारी नौकरी दी जाए, साथ देश भर के पत्रकारों की सुरक्षा और शिकायत निबटारे के लिए केंद्र सरकार के स्तर पर हेल्पलाइन शुरू करने का आदेश दिया जाए ।

Subject:-Regarding stripping of Parma Sree Award from Dr. Gopal Prasad Sinha (Neurologist)

Sir,

We can’t rule out the need of good doctors, engineers, academics, politician and many more but not at the cost of humanity, morality and sociality. One doctor namely Mr. Gopal Prasad Sinha, Padma Sree Award holder has started one “Udyan Hospital” at West Boring Canal Road, Patna where he in connivance with other doctors and relatives are best known to extort excessive amount of money by manipulating the medical conditions of the patients.

On 16^th January 2014, Dr. Gopal Prasad Sinha’s Udyan Hospital held the dead body hostage for unreasonable amount of about one lakh twenty five thousand rupees. Very high voltage day long drama between the doctors and entire media, attendants and police ultimately secured the release of the dead body after 24 hours.

On 20 May 2015 one SHO and his wife were beaten black and blue in public for raising the voice against the hospital for unnecessarily operating on the patient for delivery.

It may be informed that “Udyan Hospital” of Dr. Gopal Prasad Sinha was inaugurated by the Chief Minister, Bihar Sri Nitish Kumar. Dr. Sinha has also contested parliamentary election 2014 on the ticket of ruling Janta Dal United to be defeated blatantly. The son of Dr. Gopal Prasad Sinha Mr. Ajay Alok is the Spokesperson of the ruling Janta Dal United and he always use the banner of ruling party for to influence the acting authority against him and indulge into immoral, inhuman and illegal acts. The Chief Minister, Bihar Sri Nitish Kumar never patronizes and offenders like Dr. Gopal Prasad Sinha and company.

The owner of one of the leading daily Hindi news paper “Prabhat Khabar”, also the Rajya Sabha MP represent ting ruling Janta Dal United and close aid of Chief Minister Sri Nitish Kumar has published the brutality of Dr. Gopal Prasad Sinha and company on 21 May 2015 (attached) which shows that Dr. Gopal Prasad Sinha and company falsely committing the offence after offence under the banner of ruling Janta Dal United.

I, therefore, appeal you to order high-powered time-bound inquiry to enable you to ensure stripping of the most respected Padma Sree Award of Dr. Gopal Prasad Sinha and further dismissing the license of his hospital to save the most honored Padma Sree Award form routine public abuse due to best known notoriety of its holder.

विषय:-सलमान खान का मोकदमा किसी अन्य राज्य में स्थानांतरित करने के सम्बन्ध में ।

माननीय,

निवेदन पूर्वक कहना है सितारा सलमान खान के हिट एंड रन केस में जिस प्रकार से महारष्ट्र के माननीय न्यायालयों में अदालती करवाई, दोषी ठहराए जाने की करवाई, सजा सुनाये जाने की करवाई, अन्तरीम जमानत की करवाई और स्थाई जमानत की करवाई को अंजाम दिया गया उससे देश के अशिक्षित से लेकर विद्वानों तक ने न्यायापालिका के प्रति नकारात्मक प्रतिक्रियाएं दी । अगर उपर्युक्त बातों को भी नज़रंदाज़ कर दिया जाए तो सलमान खान के मामले में न्यायपालिका के विरुद्ध जितनी अभद्र सांकेतिक और प्रत्यक्ष टिप्पणियां अख़बारों और सोशल नेटवर्किंग साइट्स पर देखने को मिल रही है वो एतिहासिक रही है । हम देशवासी बड़ी मुश्किल से देश के आम लोगों से लेकर नक्सालियों और आतंकवादियों तक को यह समझाने की कोशिश में लगे हैं कि लोग सभी अन्य रास्तों को छोड़ न्यायपालिका के रास्ते चलना शुरू करें लेकिन सलमान खान के न्यायिक एपिसोड से इन प्रयासों को नुक्सान होता दिखाई पड़ रहा है ।

न्यायपालिका भले हीं बंद कोर्ट रूम में अपना कार्य करती रही है लेकिन लोगों में इसकी समझ बहुत हीं पारदर्शी रही है, यह शायद पहला ऐसा मौका है जब मीडिया के लोगों ने न्यायिक कार्यवाही को पारदर्शी तरीके से आम लोगों को समझाने का प्रयास किया हो फिर भी लोगों में न्यायिक पारदर्शिता को लेकर जबरदस्त अविश्वास का प्रशारण हो रहा है ।

अतः महामहीम से प्रार्थना है कि सलमान खान से जुड़े सभी मामलों को महाराष्ट्र से बाहर के न्यायालयों में स्थानांतरण करने पर उचित विचार किया जाए ।
