Sir,
The unabatedly growing population of particularly community is historically a matter of serious concern for the healthy existence of our country. Keeping in view of the trend of population growth in particular community since independence is very alarming and has started taking toll on Indiahood in different parts of the country. Apart from the above most serious concern, the limited resources and constitutional provisions and various rights equally for all is being encroached upon unfairly and inhumanly by particular community which has become a headache and apparently unmanageable for the most efficient national administration for last few years. The savior of the holy Indian constitution is already facing challenges from the community grudgingly opposed to the abolition of irrational matrimonial practices (triple Talaq) in particular community ever since I wrote about ill-motivated triple Talaq vide complaint registration number- DEPOJ/E/2014/01359 and PRSEC/E/2014/08861 dated 31-05-2014 and 31-11-2014 and others.
The Election Commission has got stardom for overcoming evils and ill-practices recently by banning people, not sending their kids to school, from contesting Panchayat election.
I, therefore, appeal you to ban the people and their children too, if more than two, from voting and contesting election and depriving the people and their children, if more than two, from holding any government post regardless of their religion to save India from pre-meditated sinking of the nation.

Subject:-Regarding introduction of an Act for the redressal of fair grievance and complaint

Sir,

The series of stigma with government can never vanish in countries like India. The stigma includes the popular allegation against government of being biased in awarding rights and justice against particular caste and creed through self or bureaucrats, being apathetic towards the different woes of the people through self or bureaucrats, being dishonest and corrupt for according or restricting any mass schemes through self or bureaucrats. We can simply say that the government is targeted for every desatisfactory thing without exception. Most of the governments keep sweating to evolve the ways to help the people enjoy justice and rights although most of the people derail the sincere effort of the government through fabricated, unfounded and false complaints, application and representations smashing the valuable time of the system involved in delivering justice and protecting the rights of the people. For the denial of justice and infringement of rights, clerks and bureaucrats are blamed with the government although the fault lies partly within the applicant/petitioners who habitually and maliciously cry foul against the governments and its system.

Right to Service, Right to grievance redressal, Right to information are some of the honest effort of the government yet the people are on the streets protesting the so called brazen failure of the government in delivering justice and protecting the rights of the people.

The government needs to come out with an Act containing strict penalty for petitioner filing fabricated, unfounded, false and manipulated complaints etc. and high-powered and time-bound inquiry inviting stringent actions against officials for delaying and rejecting time-bound disposal, justice and rights to the genuine petitioner so that the government may prove innocent publically for what the government is not responsible for.

I, therefore, appeal you to consider my demand to introduce the proposed Act to dispose, deliver justice and protect rights of the honest petitioners. The Act may be ridden by some amount of fee from the petitioners.

Mid-Day meal scheme is not a failure; it is a government-made disaster where we do not come across lapses so called, we just know the casualties routinely.

It appears to be an attempt of government to balance the uncontrolled growing population by allowing Mid Day Meal menace across the nation claiming lives on regular pattern. We can adopt some other ways to control population viz by giving quota in govt. job, subsidies in education etc.

It is bigger than an act of terrorism which kills more children than the people killed in terror attacks across the nation. The Government cannot say no to the aforesaid theory as the government official can be heard saying that the government is helpless in providing basic requirement to run the Mid Day Meal Scheme. The government official can always be seen throwing their hands to check the lapses and corruption

The scheme must be suspended, stopped or replaced immediately to stop the menace resulting from Mid Day Meal across the country.

I, therefore, appeal you to use your acumen and order the suspension, stopping or replacement of Mid Day meal Scheme.

Subject: - Safer Mid Day Meal Scheme

Sir,

There are several shocking news about contaminated and poor quality food for Mid Day Meal. The Mid Day Meal tragedy in Chhapra, Bihar is the most shocking incident which claimed nearly thirty lives of the children. The order of the education department, Bihar Govt. for the Principal to eat the food before serving the food to the children does not serve the purpose as there cannot be transparent monitoring of such direction.

Cooking food on mass level everyday is always very lengthy and unsafe job so we need to switch to some other alternative. The children should be given raw food viz. rice, pulses and vegetable (soybean) every day to cook at their homes. Since the objective of Mid Day Meal to increase the attendance in school, packaged food, biscuit alike should be given with raw food to maintain the boom in attendance. Such initiatives would enable the authority as well as parents to check the quality of food as well as biscuit and others. This would also enable the parents to take preventive steps.

I, therefore, appeal you to take the advice logically so that the Mid Day Meal tragedy can be stopped.

Our constitution is supreme in our country but Muslim have their own ways of being governed by private constitution i.e Muslim Personal Laws. They refer to the constitution and cleverly and personally interpret that they have the right to enact, amend and practice which hinders the implementation of the government/policy citing the Muslim practice, they always insult the appeal of the government to control the population in the interest of the nation. They also relate the polygamy to Muslim practice which creates anarchy in the society and law. There are many such unfounded beliefs they practice under the pretext of Islamic rules and Muslim personal Laws

I, therefore, appeal you to have one India and one constitution and allow some privileges to Muslim and others on scientific grounds and not on unreasonability

Subject:-Regarding wrong definition of retirement leading to distortion of pre-retirement discharging of duties.

Sir,

The administration and judiciary have been getting exceptionally corrupt simply because the administrators and judges are getting profitable posts after the retirement. They indulge in brazen corrupt practices for both ruling and opposition parties alternately to hold some office of the profit and remain in limelight even after the retirement solely endangering the security and betterment of the mass. Recently the higher judiciary has been under scanner in Bihar and across the country by granting bails unfairly and indulging in corrupt practices viz the judge in Delhi for taking bribe, judges in Bihar for indulging in sex romp and judges in Bihar granting bails to ISIS like criminals in Bihar.

The post retirement appointment is constitutionally similar to holding two posts of profit at one time which is a crime. The top statesmen in our country have been punished in past for holding two posts of profit simultaneously.

The post retirement appointees are generally more reckless in functioning as they don’t have anything substantial to lose post retirement. I have bitter experience with two heads of the commission, one was the head of the Bihar Human Rights Commission who brazenly favored the wealthy and sourceful accused against a genuine victim and the other is the head in Bihar State Information Commission who brazenly criticized the government run institutions and favored the showcasing institution ignoring its offences against the state administration and judiciary to put pressure on the complainant to forgo the complaint.

Our country with vision has introduced a system where retired person can’t pursue law education as the age has been fixed for pursuing law education, same pattern the retired bureaucrats and judges should be banned from enjoying unfair profit.

I, therefore, appeal you to ensure the ban on appointment of judges and bureaucrats post-retirement in institutions like Human Rights, State Information Commissions and others or make the appointment thorough multi-layered and apolitical selection procedure and save the mass from being brazenly victimized in the hand of greedy and over-ambitious bureaucrats and judges.

It is the police stations that turn the people nationalist or anti-nationalist defining or redefining the nation prosperous or bankrupt. The questionable functioning of the police station distances the people from the richest law on the earth. The best policies for the betterment of the nation made by the great thinker, social worker/reformer, scholars and many more feels gangraped by police stations. Even senior police officers regret and feel that the police stations are vested with unnecessary super powers which cause frequent embarrassment to the senior police officers as well as the entire state administration and great woes to the citizens pledging to keep distance from legal rights and lwaful presence.

I have also struggled for the creation of website for Complaint/FIR and installation of CCTV in all police stations to stop menacing. The police stations have well been caought indulging in unfair practices brought to the knowledge of the senior police officials but instead of strong action, the seniors police officials have expressed their helplessness publically in enrailing the functioning of the police stations.

I, therfore, appeal you to order the decentralization of powers of police stations by making alternatives of at least some sensitive work at police station and also consider the appointment of more educated and dedicated people at the police stations.

Subject:-Regarding the creation of a Control Room (Abduction) in Police Department in view of the abductions and rising stature of the nation with anti-terror countries.

Sirs,

Like many other states, Bihar is one of the most vulnerable internationally bordering states to hostile countries likely to tap the very skilled, dexterous and even petty criminals indulging in nefarious and inhuman act like abduction, bombing, firing, poisoning with chemical weapons etc. The rape and murder does not require such skills as abductions require, hence the easy-taking of kidnappers are believed to be more dangerous for security reasons. Having soft corner and toying with the acts of abductions and kidnappers might slip out of hand as the over confident officers keep getting transferred and new officers might have varied opinions and perspective of the habitual offenders which offers opportunity to the kidnappers to perpetrate.  We can’t simply rule out the aforesaid tragedy with the unlikely ideas that it has never happened in Bihar and India. It is more likely to happen because India is now overtly and aggressively standing with the countries against ISIS and many other terror outfits across the world.

I had earlier, on many occasions, requested the head of the nation to ensure the engagement of the head of the state and police to head the team against kidnappers to leave strong message but it had very short bearing and continuation.

Our nation works on a system of rule and governance. Individuals are not permitted to guarantee the crime, criminals to be harmless on personal analysis and reading.

There are example of petty criminal being tapped by bigger terror outfit for contracting the heinous and gruesome crimes in Spain, France.

The Control Room (Abduction) in Police Department in Bihar may be headed by Zonal IG, Patna Mr. Kundan Krishnan and The SSP, Gaya Mr. Manu Maharaj who are said to be specialized in cracking such crimes.

I, therefore, appeal you to ensure zero-tolerance and engagement of senior police officials against any sort of abductions in Bihar and across the nation to dispel any possible tragedy out of administrative comfortability with the crimes like abductions.

I also appeal you to create Control Room (Abduction) regionally and nationally.

Subject:-Regarding the replication of ISIS design in Bihar and helpless state and national dispensation

In Syria, the innocent people are taken hostage broad day light, the hostage is filmed and tele/broadcast across the world intimating the world leaders and authorities and the hostage is roasted, beheaded, shot, bombed or done anything as promised by ISIS. The world leaders and authorities are helpless and watch the hostage’s fate helplessly. 

One businessman, Harishankar Singh was kidnapped on 15 November 2015 from Siwan, Bihar. The matter came to the sound knowledge of the district, state and national dispensation but the hostage was brutally killed and the killing became known after nine days on 25-11-15. The abduction and killing by known and relatives can’t be justified in a constitutionally rich country.

I, therefore, appeal you to look into my appeal to the PMO vide-PMOPG/E/2015/0156018 dated 18-11-2015 and the CMO, Bihar vide- BPGRS complaint number-99999-1811150121 dated 18-11-2015 regarding the creation of Control-Room (abduction) state and nationwide and the engagement of the head of the state or the head of the police in the cases of abduction.

Subject:-Regarding public CBI inquiry into mass administrative bungling in selection for all jobs in UP government.

Sirs,

There is no freedom to any state in India to freewheel in any matter be it law and order, finance and recruitment but UP government appears to be crossing all the moral and constitutional limits especially in terms of recruitment by offering job to selective and home community. The UP government pretends to be appearing smarter than the provisions of the rich constitution by premeditating, manipulating and influencing the fair recruitment process. The UP government is maliciously increasing the number of administrative personnel of home community to predictably highjack the state administration during adverse political scenario similar to the pattern of minority community increasing population ignoring the national resources and interest to overpower the province and administration to establish their rule wherever and whatever way possible.

I, therefore, appeal you to order CBI inquiry into home community recruitment scam in UP involving both the failed candidate in various employment examinations and public and also retesting the recruited as done in Bihar (post recruitment eligibility test) and save the Uttar Pradesh, part of India against inevitable anarchism.

I attach the unconfirmed report yet apparently substantial.
