Subject:-Regarding tapping Google Earth to monitor, maintain status-quo and development on land visible on Google Earth

Sir,

The land dispute in Bihar is like a chronic disease which felled ideal leaderships in Bihar several times yet the problem has been dogging, humiliating Bihar and turmoiling law and order in Bihar.

With the existing mindset of the state and national dispensations and resources, the land dispute can be minimized to maximum extent through Google Earth. Google Earth can be used as witness to continuously monitor the disputed land and construction after the dispute is brought to the knowledge of the law enforcement and judiciary.

The view of the disputed land and construction via Google Earth can be saved chronologically as evidence to be produced before the law enforcement and judiciary to act tough against the violaters.

I, therefore, appeal you to announce and encourage this method to check land dispute in Bihar, India to prevent law-breaking elements indulging in brazen violation in land dispute.

Subject:-Regarding Jangal Raj in Patna Medical College Hospital, Patna

Sir,

I accompanied on a patient of poisoning to PMCH on 31 July 2015. The patient had attempted suicide by consuming RAT-KILL. The patient reached the emergency ward of PMCH and remained laying there in the knowledge of so many doctors for nearly one hour.

There was no sign of senior doctors around the emergency. It is really shocking that there is no presence of senior doctors even in emergency where the distance between life and death is too short.

The doctor took thirty minutes to start examining the patient and prescribing the medicines. Even the life-saving medicines were not available at PMCH. So much so the gloves are not available in emergency. It took the attendant 30 minutes to purchase medicines from the store outside as all the medicines were not available in one store.

After the availability of all the medicines doctor took another 20 minutes to start medication. The doctor who was treating the patient felt the need of ICU but rued the unavailability of ICUs.

The doctor with everyone was sweating in the emergency as the air-conditioner was defunct and the height of the ceiling of emergency was too low to hang any ceiling fans. The patient suffer extra ailment than their actual ailment due to unbearable heat.

There was total anarchy in the emergency. Nobody owns the responsibility for anything there. It was a police case and the patient came and disappeared. No information was given to police.

I tried to take the snap of prescription but the attendant let me snap the part of prescription only to avoid further complication.

I, therefore, appeal you to ensure the following or stop advocating the continuation of PMCH in view of the broad day violation of legal and human rights.

1.       Cancel the license of contractor who installed air-conditioner and recover the money spent on it

2.       Cancel the degree of doctors who delayed the treatment and police information

3.       Dismiss either the in charge of medicine store or responsible who ensures the supply of medicine

4.       Dismiss the senior doctors who were deputed there between 1:30 pm to 3 pm.

5.       Allow private medical store conditionally with the guarantee of availability of all type of life saving medicines

6.       Recommend the filing of cases against the doctors and other responsible for treason against already tainted Bihar and the efforts of government to improve the image of Bihar.

7.       Review the affiliation and license of PMCH in view of the gap between affiliating requirements and PMCH facilities.

Sir,

The people have become negatively immuned against laws, humanity, morality and sociality. The people are committing multiple crimes broad day light. Such can be routinely seen at public and crowded places. People do report the incident to the police instantly but suffer skilled harassment by police for being so law-abiding and alert. The people report the police some gruesome incident that last only few minutes leaving no or little proof or evidence for police to act on information thus the informer succumb to hounding and harassment by police.

Dial 100 video call on the pattern of existing voice call Dial 100 of police would help the police act time-bound and successfully. The launch of such number would dramatically minimize the brazen crime as establishments, onlookers and passersby also try to stop the crime fearing their interrogation in future. When people become witness of some gruesome incident and reserve themselves, the same would expose the dark-side of the people (innocent common man) assigning job and responsibility of all public, government and police thus saving the government and police from national/international humiliation. Dial 100 video call to police would show desired result as the major chunk of people are using multimedia-3G phone.

This would also control the most complicated land-issue where construction is done with the generosity of dishonest police officers leading to grade-C to grade-A crime by strongman and wealthy people yet the police keep using the phrase LAND-DISPUTE despite the intervention of even the head of the states and the nation.

I, therefore, appeal you to order the launch of Dial 100 video call on large scale.

Subject:-Regarding outsourcing of IP camera to monitor fast developing incident and crime exclusively

Sir,

Bihar is a fast developing state and in many areas Bihar has been pioneer be it RTI, RTPS, RTPGRS and many globally appreciated schemes for the betterment of the people and the society still backwardness haunts and humiliates Bihar in many areas especially in matters pertaining to land and property.

There are many VVIP and ordinary instances of where law feels the heat of lawlessness just due to absence of meaningful legal provisions. The existing laws for land promote and foster hooliganism and total anarchy across the state.

I have few state humiliating examples. The house of one senior IPS officer in Patna has grabbed by anti-social elements on the basis of forged and baseless documents despite honorable Supreme Court order. The land of ISKCON, Patna has been grabbed by unlawful elements despite the undisputed title of the land in favor of ISKCON. The land of one editor of daily Hindi news paper is being claimed and enjoyed by unlawful elements in Samastipur, Bihar. I had been the victim of land grab on way to my house. The land of one army-man started being grabbed in Danapur despite immediate and pictorial complaint to the top district police and administration but due to greed and apathy of the concerned authorities workable land grab was committed. There are uncountable examples of land grab on forged and baseless land documents by anti-social and unlawful elements.

All this happens despite the instant objections and reported complaints in police and SDO but the helpless and humiliating laws for land and above all the greedy and partisan dealing of law enforcement in such matter allows the brazen victimization of real owner of the land and property.

In such matters the legal victory ultimately goes to the real owner or at least to his successor as the victimization and lengthy + humiliating legal process lasts for decades or century.

I, therefore, appeal you to ensure the speedy interference of the police and administration to revert the non-magisterial occupation of land and property although lawful.

I also appeal you to ensure the installation of outsourced I.P camera to monitor the overt or covert development of land and property grab 

P.S-The matter is not for Police Station level.

Subject:-Regarding compulsory plantation by government employees and officers on every government holiday

Sirs,

Many many-hanks to the Prime Minister, Hindustan to instantly honor my advice vide- PMOPG/E/2015/0110078 dated 24-09-2016 to run eco-friendly transport in Parliament yet to be adopted by Vidhan Sabhas.

The significance of plantation has been realized by one and all but the efforts are not translated into satisfactory result.

The compulsory order and practice for all government employees and officers to engage in plantation anywhere at least during government holidays shall result into satisfactory scenario across the country.

I, therefore, appeal you to declare compulsory plantation for all government employees and officers in phase one and save the environment.
