Sir,
I accompanied on a patient of
poisoning to PMCH on 31 July 2015. The patient had attempted suicide by
consuming RAT-KILL. The patient reached the emergency ward of PMCH and remained
laying there in the knowledge of so many doctors for nearly one hour.
There was no sign of senior
doctors around the emergency. It is really shocking that there is no presence
of senior doctors even in emergency where the distance between life and death
is too short.
The doctor took thirty minutes to
start examining the patient and prescribing the medicines. Even the life-saving
medicines were not available at PMCH. So much so the gloves are not available
in emergency. It took the attendant 30 minutes to purchase medicines from the
store outside as all the medicines were not available in one store.
After the availability of all the
medicines doctor took another 20 minutes to start medication. The doctor who
was treating the patient felt the need of ICU but rued the unavailability of
ICUs.
The doctor with everyone was
sweating in the emergency as the air-conditioner was defunct and the height of
the ceiling of emergency was too low to hang any ceiling fans. The patient
suffer extra ailment than their actual ailment due to unbearable heat.
There was total anarchy in the
emergency. Nobody owns the responsibility for anything there. It was a police
case and the patient came and disappeared. No information was given to police.
I tried to take the snap of
prescription but the attendant let me snap the part of prescription only to
avoid further complication.
I, therefore, appeal you to
ensure the following or stop advocating the continuation of PMCH in view of the
broad day violation of legal and human rights.
1. Cancel
the license of contractor who installed air-conditioner and recover the money
spent on it
2. Cancel
the degree of doctors who delayed the treatment and police information
3. Dismiss
either the in charge of medicine store or responsible who ensures the supply of
medicine
4. Dismiss
the senior doctors who were deputed there between 1:30 pm to 3 pm.
5. Allow
private medical store conditionally with the guarantee of availability of all
type of life saving medicines
6. Recommend
the filing of cases against the doctors and other responsible for treason
against already tainted Bihar and the efforts of government to improve the
image of Bihar.
7. Review
the affiliation and license of PMCH in view of the gap between affiliating
requirements and PMCH facilities.
