Subject:-Regarding the official genocide of Bihari insects (common
man) during Kite Festivals in state capital Patna riverine
Sir,
Kite festival on the eve of maker Sankranti on 14 January 2017 was
a state affair under the ministry of Art and Culture, government of Bihar but the
administrative fiasco led to the culpable and official genocide of half a
hundred kids, women and men as a result of brazen absence of adequate number of
vassals to ferry the rush, number of ambulances to carry the injured and casualty,
first-aid kiosks, proportionate police force, effective ban on private and
dilapidated boats, gender control and management system and adequate and alert Disaster
Relief Force and many more. The tragedy happened in the early evening of
14-01-2017 and search operation waited for the morning of 15-01-2017 to begin.
This is the laughable grandeur of Disaster Relief Force for Bihari insects
(common man). One boatman is much better than DRF who managed to save many
lives without any wages, award and equipments.
For any private organization on any festivals the tantrum of lower
to higher administration is worth filming/recording. No application and request
passes without greasing the palms of the signatories in offices but the maximum
duffers in the administration need no accountability and no formal NoC from any
departments. The government is there to pay the compensation to the
administratively considered Bihar insects (common man) to wash the sins of the
administration. Our Non-IAS/IPS CM is much better in all aspects who finds
faults with the dispensation of the administration; be it the preparation of
PRAKASHOTSAV or any other such events.
There was a stampede during the festival Chhat Puja 2012 claiming
dozens of lives of kids and women due to novice arrangement rather
mismanagement of the administration. I wrote couple of letters of advice vide
BPGRS Complaint Number-99999-0403130122, 99999-2907130133, 99999-0610130101 and
DARPG Complaint Number- GOVBH/E/2012/00396 and Dy CM Complaint
Number-01-1000962 to the state and district machinery to prevent any repeat of
the stampede and tragedy like this one but only few of the advice has been
implemented leaving the space and possibility for the repeat of stampede and
tragedy as happened on Kite Festivals.
It is reported that the administrative officers were busy for the
preparation of Human Chain scheduled on 21 January 2017. The preparation of
Human Chain is such a big affair that the school kids were not spared from
attending schools on the chilliest day beginning on 11-01-2017. It is my letter
to the honorable Minister and Women and Child Development, India and National
Child Helpline, The Honorable President and honorable Prime Minister, India
that woke up the state administration to close the primary schools across the
state for two days in advance on 16 & 17 January 2017. Such is the
functioning of the state and district administration towards Bihari insects
(Common Man)
State and district administration consider NRB (Non Resident
Bihari) the guest of honor and consider indigenous common population insects.
The inquiry has been ordered and the finding is probably with me that the
accident happened due to crack in the boat and no top officials are responsible
for the death.
I, therefore, appeal you to ensure the participation of disaster
literate personnel to avoid any such impending tragedy to save humanity and
lives of human being.
I attach the officials’ jewelry cum
letters on my suggestion in past regarding stampede and tragedy.
