Subject:-Regarding the creation of a fund for the victims to
sue the lower and higher bureaucrats in High and Supreme Court
Sirs,
There are innumerous complaints of apathy, inordinate delay, vindictiveness,
conspiracy, hiding of facts, tossing of beneficiaries of government schemes and
judicial contempt against lower and higher bureaucracies in Bihar and India.
The regional and national government is busy framing policies and raising funds
for the welfare of the people but the bureaucrats are busy dexterously to
deprive and exploit the needy, beneficiaries of government schemes and various enshrined
rights the British-Way. The victim runs from pillar to post for generation to
get the due from the government schemes and enshrined rights but all in vain.
The needy and victim who approach the senior or superior against the lower or
higher bureaucracy are brazenly or tactically challenged to suffer forever and
are victimized additionally for gossiping fundamental and constitutional
rights.
Our progressive Bihar government led by Sri Nitish Kumar
since 2005 has been leaving no stone unturned to salvage the needy, beneficiaries
of the government schemes and enshrined rights yet helpless due to the dire
absence of timely and fertile justice delivery system. Sri Nitish Kumar has
introduced Right to Public Service Act and Bihar Right to Public Grievances
Redressal Act but the hands of lower and higher bureaucracy are virtually longer
than any act and laws. No government in the world is able to help the needy and
beneficiaries of the government schemes individually. It is judiciary in India which
gets little respect from the lower and higher bureaucracy so far which suggests
that only judiciary can rescue the needy, beneficiaries of government schemes
and various enshrined rights.
I, therefore, appeal you to ensure the creation of a fund nationally
for the victims (needy, beneficiaries and law abiding) to approach High and Supreme
Court instantly and comfortably to get salvaged at last but late.
