Subject:-Regarding enactment of a law necessitating compulsory speedy trial and scientific investigation

The Right to Grievance Redressal Bill 2015 is also the result of your strongest will power and my persistent appeals vide following complaint number:-

But the bill is not enough to make Bihar one of the best states in India.
We need a couple more bills which necessitate the compulsory scientific investigation and speedy trial of the cases in courts as the big hands of law fall short in the absence and inadequacy of evidence and witnesses manipulated, hostaged, threatened, destroyed and killed by influential and resourceful figures of the society delaying and frustrating the justice to the people who hopelessly resort to breaking laws and aligning with the criminal outfits.
The introduction of such laws shall vehemently be opposed as such laws would land many in jail because the crime and violations of laws are rampant across Bihar. To dilute the strong opposition to the said laws, the old cases of crime and violations may be exempted from the paws of new said laws.
The stronger chemistry of caste and strongmanship in Bihar is to stay long, hence the laws necessitating compulsory speedy trial and scientific investigation would change the complex Bihar.
The proposal and enactment of the said laws can also be proposed to the central government by state to show India a vision of developed India de facto.
I, therefore, appeal you to consider my appeal with cool and calm.

Subject:-Regarding the creation of facebook account at police station level
Sir,
Mere appreciation is much less for your honest effort to digitize Patna Police de facto by creating facebook account and others. People have become very hopeful of getting immediate justice by police via facebook account but people are still hopeless of getting justice by concerned police station immediately. The creation of facebook account by police station with details meant for public shall be very admirable and helpful in restoring law and order to optimum level. There is no problem of maintaining the facebook account as most of the officers are tech-savvy and are able handle facebook like account casually.
I, therefore, appeal you to order the immediate creation of facebook account by police station and take the sound law and order to a new high.
In my capacity I am available for any service required.

Subject:-Regarding declaring Vidhan Sabha premises a free Wi-Fi zone
Sirs,
It is ridiculous that the government is making many parts of state capital a free WiFi zone but the place where rules are made is missing any free WiFi.
Vidhan Sabha happens to be the place where three sections of the constitution are present viz legislatures, executives and media. In an age of information & technology, it is very normal to expect speeding information which is not imaginable without high speed internet. The proceedings of Vidhan Sabha is expected massively across state and country through electronic and print media which is not possible without uniform and standard speed of internet in and around Vidhan Sabha. The media on its own is complex to maintain uniform speed of internet for I.T due to varied services of internet.
I, therefore, appeal you to ensure free WiFi zone in and around Vidha Sabha especially for legislatures, executives and media at the earliest possible time or within the working tenure of this government itself and create another history in technical development.

बिहार की छवि बिगाड़ने वालों के खिलाफ कानून !!!

Subject:-Regarding a legislation to book the image killer of Bihar
Sir,
It is you who have been struggling to reverse the tainted image of Bihar at any cost for last ten years but there are many who indulge in heinous and damaging acts which dents the glorifying image of Bihar.
Such persons and institutions are rampant all over Bihar especially in Patna which/who hit the national headlines demoralizing Bihar and Biharies across the nation and world.
There are many such news in the media. One news was about a missing girl from DAV school, BSEB Colony, Patna. The cases of  gang rape, medical negligence, institutional negligence, academic negligence, legal negligence, police negligence, robbery, kidnapping, damaging the government property and institution under the pretext of strike, Bandh, Chakka Jam etc.
The perpetrators of such crime are booked under available laws but they damage and violate much more than laws that is to damage the glorifying image of Bihar.
I, therefore, appeal you to bring in legislation to book the offenders who happen to damage the glorifying image of Bihar apart from breaking the laws at the earliest.

PMCH (पटना मुर्दा कॉलेज ऑफ़ हॉस्पिटल)

Subject:-Regarding Jangal Raj in Patna Medical College Hospital, Patna
Sir,
I accompanied on a patient of poisoning to PMCH on 31 July 2015. The patient had attempted suicide by consuming RAT-KILL. The patient reached the emergency ward of PMCH and remained laying there in the knowledge of so many doctors for nearly one hour.
There was no sign of senior doctors around the emergency. It is really shocking that there is no presence of senior doctors even in emergency where the distance between life and death is too short.
The doctor took thirty minutes to start examining the patient and prescribing the medicines. Even the life-saving medicines were not available at PMCH. So much so the gloves are not available in emergency. It took the attendant 30 minutes to purchase medicines from the store outside as all the medicines were not available in one store.
After the availability of all the medicines doctor took another 20 minutes to start medication. The doctor who was treating the patient felt the need of ICU but rued the unavailability of ICUs.
The doctor with everyone was sweating in the emergency as the air-conditioner was defunct and the height of the ceiling of emergency was too low to hang any ceiling fans. The patient suffer extra ailment than their actual ailment due to unbearable heat.
There was total anarchy in the emergency. Nobody owns the responsibility for anything there. It was a police case and the patient came and disappeared. No information was given to police.
I tried to take the snap of prescription but the attendant let me snap the part of prescription only to avoid further complication.
I, therefore, appeal you to ensure the following or stop advocating the continuation of PMCH in view of the broad day violation of legal and human rights.
1.       Cancel the license of contractor who installed air-conditioner and recover the money spent on it
2.       Cancel the degree of doctors who delayed the treatment and police information
3.       Dismiss either the in charge of medicine store or responsible who ensures the supply of medicine
4.       Dismiss the senior doctors who were deputed there between 1:30 pm to 3 pm.
5.       Allow private medical store conditionally with the guarantee of availability of all type of life saving medicines
6.       Recommend the filing of cases against the doctors and other responsible for treason against already tainted Bihar and the efforts of government to improve the image of Bihar.
7.       Review the affiliation and license of PMCH in view of the gap between affiliating requirements and PMCH facilities.

Sir,
Nobody across the globe rules out the religious, moral, academic, scientific, human, diplomatic, political and public contribution Dr. APJ Abdul Kalam. The death of Dr. APJ Abdul Kalam has created multiple vacuums. Since there is time, Dr. APJ Abdul Kalam must be medically cloned for retaining such invaluable assets India happened to boast. Even if somebody differs, necessary elements of Dr. APJ Abdul kalam for cloning should be preserved to be utilized or destroyed further.
I, therefore, appeal you to immediately order all possible steps to ensure the cloning of Dr. APJ Abdul kalam.

न्यायपालिका द्वारा न्यायिक आदेश का दुष्परिणाम !!

Subject:-Regarding vindictiveness against retired Judge, Patna High Court for reminding Patna Municipal Corporation and Traffic Police of their duty through orders.
Sir,
With highest regards I wish to bring to your notice that the frequent and supplementary orders to Patna Municipal Corporation by Patna High Court hardly awakens the PMC and Traffic Police of their duty and the value of sanitation and smooth traffic movement; rather PMC and Traffic Police feels awkward and supposedly continues to grudge against High Court Judges, resultantly, the residence of retired Judge, Sri Jaynandan Singh of Patna High Court at posh East Boring Canal Road, Patna has been facing stinking atmosphere caused due to pigs bathing in mud-logging and daily jam in evening. It all happens just in front of the gate of retired justice but the frequently visiting PMC authorities and Patna Police ignore the cleanliness of the mud-logging and enforcing no parking.
I, therefore, appeal you to assign the job to particular authorities to maintain cleanliness and clear traffic in view of hug inconveniences to both retired Judges and common man in the area.
