बदतमीज़, बेशर्म और अपराधी निजी स्कूल संचालकों पर चलेगा हंटर !!!

Subject:-Routine violation by schools in Patna on the name of admission form, entrance test, selection for admission, admission of underprivileged, age criteria etc.

Honorable Sir,

Most respectfully I state that schools in Patna pretend to be ignorant of the sense of the policy and guidelines of the judiciary and government policy.

1.       No test of kids and parents ensures the admission of the entire applicant in school. Despite the fact, the schools are selling thousands of admission forms and further complicating and making the admission procedure non-transparent. They have adopted lottery system form admission instead of lottery system for selling admission form.
2.       There is strict guidelines for admission in class one so they have almost scrapped admission in class one instead they have started taking admission in L.K.G and nursery to bluff the guidelines.
3.       The schools have put mirrors before the guidelines and declared various quotas for teachers and staffs, favorites and so on just to deprive the underprivileged from admission. They just want to undermine the 25-75 ratios of admission to underprivileged (RTE candidates) for admission to their near and dear.
4.       They have also declared that the children born in particular month or date only would be eligible for admission which is extremely impractical and cunning decision.
5.       They are also charging the fancy amount of money for admission form and fee etc which is against the remark that educational institutions are non profitable organizations.
6.       In the year 2010, the schools sold admission form either secretly or on festivals, Sunday etc to their near and dear only to deprive the deserving applicants.

The schools have been tricking the government and judiciary to serve their own financial interest. The state government is sweating to mend the ways of schools yet substantially unsuccessful.
I, therefore, appeal you to set up one team to monitor routine functioning and implement the sense of judicial orders and government policy.

Subject:-Regarding making rules to confiscate assets, medal and status ((IPS/IAS and others) of dead, retired, transferred or suspended erring government servant 
Sir,
From police station to all other offices there is strong confidence among the government servant that erring government servant has little to do, regret or pay after being transferred, shifted, suspended, sacked or dead for clearing and proposing any faulty proposal for the public or exchequer facing loss and damage in future.
At police station some officer indulges in illegal practices and act causing serious damage or loss to the public or individual and get transferred or sacked as penalty which is meager in proportion to the damage or loss. In other departments the officers clear or propose some project, plan, scheme or certificate which is harmful, waste of money or not beneficial after its implementation consequently the officer is just criticized or transferred or suspended but there is no practice of confiscation of assets or withdrawal of status or degree as punishment. This has been encouraging the passage of faulty projects and plans causing irrecoverable damage to the public and huge loss to the exchequer of the country.
The government servant at the verge of retirement clears such more project, plan, scheme or certificate as they think that the punishment is an exception after retirement or death. More often the government servant calculates the bounty for clearing project, plan, scheme or certificate against the punishment meted after the retirement or death.  
I, therefore, appeal you order the confiscation of assets, degree (IPS/IAS and others) medals status of even dead, suspended, shifted, sacked or retired government servant.

Subject:-Encroachment sector a bigger threat than terror threat

Sir,
Encroachment is no longer a provincial problem, even metro cities are paying heavy price for encroachment. Let alone the public even public utilities viz hospital, educational institution, court and government offices are also heavy sufferers. The reputed public institution like PMCH, Patna, NMCH, Patna, courts, ITI, Patna, bank and VVIPs residence are facing the problems of gates (entry & exit) and others. It has virtually developed into such a bigger institution that even High and Supreme Court's order to remove them have become fairy tales.

There are many examples in Patna alone where Supreme Court's orders have proved weaker than Panchayat order. It is not so that we don't have the power and resources to manage the encroachment, we actually consider this problem trivial or we ignore tackling encroachment because we think that the encroachment turns out to be a vote bank every election. This is our folly to consider the encroachment a vote bank because the encroachment is falsely on sale during election and later it damages the civility causing huge loss to the public en masse and VVIPs also.

The administrative apathy to remove encroachment or to execute the court's order to remove encroachment is the impetus not only to mass encroachment but also mass law breaking acts because they think that the administration is helpless to even touch the people in gangs. It is old news that the encroachments have been a den of criminals and a magazine on many occasions. The encroachment also serves as cheap accommodation for absconders and persons involved in recce.

Encroachment has gained such momentum that the affluent and powerful people are also involved in encroachment sector to earn more and more with little or no investment under the pretext of poverty and homelessness.

The government rue shortage of money, on the other hand, government land and property in highest rate slab are under constant encroachment on the name of poverty and homelessness. The land exclusively along Baans Ghat to Danapur (Ashok Rajpath) belonging to the District Board and PWD can surplus the exchequer of the state or can muster at least huge percentage of the amount that we need for multilateral development. The said area under encroachment adjoins Ashok Rajpath which is a regular and helpless witness of routine traffic jam.

The removal of encroachment can draw flak from various organizations and opposition but the regulation of the encroachment involving identification of needy people and accommodating them in multistoried buildings would serve both better management of encroachment and generating surplus amount to partially poor exchequer.

The unique policy to tackle encroachment would win accolade from across the states and nation as our many of the policies have been praised and adopted by various state and central governments.
Unreasonable and illogical sympathy with the encroachments by the government and its administration lands even the relatives of the government and its administration into serious problems sooner or later. We must try to find a ways to balance encroachment, safety, resources, infrastructure and political benefits.
I, therefore, appeal you to be first to work in the direction so that Bihar may remain a leader in serious popular policy making.

But the bill is not enough to make Bihar one of the best states in India.
We need a couple more bills which necessitate the compulsory scientific investigation and speedy trial of the cases in courts as the big hands of law fall short in the absence and inadequacy of evidence and witnesses manipulated, hostaged, threatened, destroyed and killed by influential and resourceful figures of the society delaying and frustrating the justice to the people who hopelessly resort to breaking laws and aligning with the criminal outfits.
The introduction of such laws shall vehemently be opposed as such laws would land many in jail because the crime and violations of laws are rampant across Bihar. To dilute the strong opposition to the said laws, the old cases of crime and violations may be exempted from the paws of new said laws.
The stronger chemistry of caste and strongmanship in Bihar is to stay long, hence the laws necessitating compulsory speedy trial and scientific investigation would change the complex Bihar.
The proposal and enactment of the said laws can also be proposed to the central government by state to show India a vision of developed India de facto.
I, therefore, appeal you to consider my appeal with cool and calm.

Sir,
Mere appreciation is much less for your honest effort to digitize Patna Police de facto by creating facebook account and others. People have become very hopeful of getting immediate justice by police via facebook account but people are still hopeless of getting justice by concerned police station immediately. The creation of facebook account by police station with details meant for public shall be very admirable and helpful in restoring law and order to optimum level. There is no problem of maintaining the facebook account as most of the officers are tech-savvy and are able handle facebook like account casually.
I, therefore, appeal you to order the immediate creation of facebook account by police station and take the sound law and order to a new high.

Subject:-Regarding declaring Vidhan Sabha premises a free Wi-Fi zone
Sirs,
It is ridiculous that the government is making many parts of state capital a free WiFi zone but the place where rules are made is missing any free WiFi.
Vidhan Sabha happens to be the place where three sections of the constitution are present viz legislatures, executives and media. In an age of information & technology, it is very normal to expect speeding information which is not imaginable without high speed internet. The proceedings of Vidhan Sabha is expected massively across state and country through electronic and print media which is not possible without uniform and standard speed of internet in and around Vidhan Sabha. The media on its own is complex to maintain uniform speed of internet for I.T due to varied services of internet.
I, therefore, appeal you to ensure free WiFi zone in and around Vidha Sabha especially for legislatures, executives and media at the earliest possible time or within the working tenure of this government itself and create another history in technical development.

बिहार की छवि बिगाड़ने वालों के खिलाफ कानून !!!

Subject:-Regarding a legislation to book the image killer of Bihar
Sir,
It is you who have been struggling to reverse the tainted image of Bihar at any cost for last ten years but there are many who indulge in heinous and damaging acts which dents the glorifying image of Bihar.
Such persons and institutions are rampant all over Bihar especially in Patna which/who hit the national headlines demoralizing Bihar and Biharies across the nation and world.
There are many such news in the media. One news was about a missing girl from DAV school, BSEB Colony, Patna. The cases of  gang rape, medical negligence, institutional negligence, academic negligence, legal negligence, police negligence, robbery, kidnapping, damaging the government property and institution under the pretext of strike, Bandh, Chakka Jam etc.
The perpetrators of such crime are booked under available laws but they damage and violate much more than laws that is to damage the glorifying image of Bihar.
I, therefore, appeal you to bring in legislation to book the offenders who happen to damage the glorifying image of Bihar apart from breaking the laws at the earliest.

Subject:-Regarding Jangal Raj in Patna Medical College Hospital, Patna
Sir,
I accompanied on a patient of poisoning to PMCH on 31 July 2015. The patient had attempted suicide by consuming RAT-KILL. The patient reached the emergency ward of PMCH and remained laying there in the knowledge of so many doctors for nearly one hour.
There was no sign of senior doctors around the emergency. It is really shocking that there is no presence of senior doctors even in emergency where the distance between life and death is too short.
The doctor took thirty minutes to start examining the patient and prescribing the medicines. Even the life-saving medicines were not available at PMCH. So much so the gloves are not available in emergency. It took the attendant 30 minutes to purchase medicines from the store outside as all the medicines were not available in one store.
After the availability of all the medicines doctor took another 20 minutes to start medication. The doctor who was treating the patient felt the need of ICU but rued the unavailability of ICUs.
The doctor with everyone was sweating in the emergency as the air-conditioner was defunct and the height of the ceiling of emergency was too low to hang any ceiling fans. The patient suffer extra ailment than their actual ailment due to unbearable heat.
There was total anarchy in the emergency. Nobody owns the responsibility for anything there. It was a police case and the patient came and disappeared. No information was given to police.
I tried to take the snap of prescription but the attendant let me snap the part of prescription only to avoid further complication.
I, therefore, appeal you to ensure the following or stop advocating the continuation of PMCH in view of the broad day violation of legal and human rights.
1.       Cancel the license of contractor who installed air-conditioner and recover the money spent on it
2.       Cancel the degree of doctors who delayed the treatment and police information
3.       Dismiss either the in charge of medicine store or responsible who ensures the supply of medicine
4.       Dismiss the senior doctors who were deputed there between 1:30 pm to 3 pm.
5.       Allow private medical store conditionally with the guarantee of availability of all type of life saving medicines
6.       Recommend the filing of cases against the doctors and other responsible for treason against already tainted Bihar and the efforts of government to improve the image of Bihar.
7.       Review the affiliation and license of PMCH in view of the gap between affiliating requirements and PMCH facilities.
