Subject:-Wake up call for the nation to create Rapid Enforcement Force for the implementation of the honorable Supreme/High courts orders.

Sir,

I had written dozen times apprising the PMO about the round the clock violation of honorable Supreme Court orders regulating the use of the loudspeakers even in high profile law enforcement institution under the nose of the honorable Chief Minister, Bihar let alone the common areas.

I reminded the authorities in Bihar of the Supreme Court order several times to ban the unabated use of loudspeaker that troubled and prompted the authorities to incite the noise makers to charge me with communalism leading my implication into riot cases forcing me to withdraw my complaints. Although my complaints against the unabated use of loudspeaker have been purely secular, the authorities painted it communal and forced me to withdraw my complaints against the use of loudspeaker round the clock inhumanly.

Taking the administrative apathy and lawlessness seriously I wrote the PMO vide- PMOPG/E/2015/0111007 dated 25-09-2015 to create one RAPID ENFORCEMENT FORCE for the speedy implementation of the honorable Supreme Court orders against judicial violations.

Unfortunately the PMO falsely informs me that the directions of the Supreme Court are implemented by the state governments/concerned agency. The suggestion has been noted. But the Supreme Court reiterates on 19 April 2016 that the Supreme Court orders appear to be somehow cold storage material. The court also reiterates that the court orders are not implemented by states despite repeated reminders.

I, therefore, appeal you to retake my representation seriously and order the formation of RAPID ENFORCEMENT FORCE to implement the honorable Supreme/High court orders to save the nation against brazen judicial violations.

I also appeal you to consider the creation of (non-judicial) an administrative cell to receive complaints of brazen violations of Supreme/High Court orders.

Subject:-Regarding the removal of the Director, Patna Zoo

Sir,

The Director, Patna Zoo appears to be unsound or preoccupied with unassigned responsibility resulting in so many lapses in Zoo inviting the wrath of the Member secretary Dr. D.N Singh, Central Zoological Tribunal, New Delhi to warn the suspension of the license of Patna Zoo for multiple lapses without further warning.

The action of the Member secretary Dr. D.N Singh, Central Zoological Tribunal, New Delhi came soon after ten days of my alert to the Director, Patna Zoo on his emails on 09 April 2016 about the trespassing of joggers into zoological zone of Patna Zoo.

The apathy of the Patna Zoo Director is stereotypical of ignoring the advice and complaint regarding the maintenance of the Zoo.

The Director has also ignored my complaint about a dying tree in Zoo on the email of Patna Zoo, also forwarded to the Director, Zoo by the Secretary, Department of Forest, Goveronment of Bihar via Whatsapp, the Chief Minister, Bihar also forwarded the complaint to the Secretary, Environment and Forestry, Bihar (Attached). I also registered the complaint with the Ministry of Environment, Forest and Climate Change, India vide Complaint Number- MOEAF/E/2016/00245 which handed over the matter to the Member secretary Dr. D.N Singh, Central Zoological Tribunal, New Delhi. (Attached)

The toy train in Zoo is also not functional which I apprised the honorable Chief Minister, Bihar vide-99999-1004160110, the D.M, Patna vide emails-dm-patna.bih@nic.in & dmpatna@gmail.com and the honorable Railway Minister, India vide- MORLY/E/2016/08139 dated 10-4-2016 but all this fell on the deaf ears of the Director Zoo, Patna.

The Director, Zoo, Patna is all out to convert the Patna Zoo into a human habitat as he is also sanctioned the huge concrete construction inside the Zoo.

The Chief Minister Office is available on Whatsapp for easy and speedy communication but the Whatsapp of the Director, Patna Zoo is defunct which is evident of his apathy.

I, therefore, appeal you to remove him from the Zoo and transfer him into some construction department where he is supposed to perform better for human habitat as his work record shows in Zoo.

Sir, 

Every morning the entry for joggers is prohibited towards Hippo and elephant but today I found the free entry towards the same. I suspect the negligence of the zoo staffs resulting in joggers crowed in the said area which is a gross neglect of staffs and violations of animal rights.

I, therefore, appeal you to ensure action against the negligent staffs for dereliction and violations of animal rights.

Subject:-Regarding human rights violation by private schools

Sir,

Almost all the schools in Patna have rescheduled the class time from as early as 6 am or early which force the schools vans to pick the children at as early as 4:45 am which is a brazen violation of human rights to peaceful and adequate sleep. Reckless schools have done so misinterpreting the order of the district administration in view of the scorching heat and some have done so to run two shifts in schools.

It not only violates the human right to adequate and peaceful sleep of children but also parents as the parents have got to wake up at as early as four O’clock to prepare the children for school.

I, therefore, appeal you to order immediate actions against schools running in two shifts causing human rights violations of children as well as parents and also order action against schools to run schools unnecessarily from too early morning failing which you may please recommend the de-affiliation of school and cancellation of permission to run school from next academic year with official warning just now.

Subject:-Regarding brazen loot under the pretext of insufficient denomination of currency

Sir,

It is very shameful for our nation to have failed to check the brazen loot of hard-earned money of the people under the pretext of insufficient denomination of currency. It is meager amount that people are looted under the pretext of insufficient denomination of currency but the commercial establishments are making huge, easy and unreasonable money cheating both the customers and tax collecting departments of the various governments.

The commercial establishments are tactically extorting for example Rs. 100/- against Rs.99.35 paisa thus tactically stealing 65 paisa of the customers. It is not possible to give the commercial establishment Rs.99.35 paisa as there is no denomination for 35 paisa.

Not only private commercial establishments but also public commercial establishments indulge in tactical theft.

The responsible and sensible government issues license for the operation of commercial establishments so they mustn’t leave such dispute to be settled by perpetrators and victims.

The customers mustn’t be advised to approach courts for the realization of 35 paisa and so on from the erring commercial establishment as it is a government policy matters.

I, therefore, appeal you to ensure the supply of product of available currency denomination or instruct the commercial establishment to refund the amount in paisa at least in the form of some available products like toffee, medicinal candy etc.

Subject:-Regarding actions against irresponsible authorities in CBSE

Sir,

CBSE has been functioning above the spirit of the constitution ignoring the interest of the judiciary, constitution and public interest.

I wrote a representation to the CBSE vide-DOSEL/E/2014/00157 dated 17 Feb 2014 against St. Michael’s High School, Digha, Patna for brazenly defying the honorable Supreme Court order prohibiting the interview for the kids with its parents for admission in Std. one. The school is such a tyrant that it flashed the compulsory interview for kids and its parents on its website violating the honorable SC order.

I intimated the CBSE of such misdeed of the school whereupon the CBSE pleaded impotent to act lawfully and mal-defined the power and mandate of the CBSE. The CBSE says that it is an examination conducting body and has nothing to do with the management and internal functioning of the schools.

I wrote another representation to the CBSE vide- DARPG/E/2015/05296 dated 7^th May-2015 referring the freewheeling of the schools to run the classes in double shift from as early as 6 am to make enormous money violating the human rights (right to sleep) of the kids and people but the CBSE has been squatting on it till date.

The same CBSE withdrew the affiliation of the DAV School, Board Colony, Shastri Nagar, Patna for no fault of the student without making any alternate arrangement for the students to continue their education without hurdle and harassment but the CBSE dramatically took cognizance of the issue of the book publishers, a non-human and non-judicial violations by the same schools.

The entire episode is evident that the CBSE is irresponsible in discharging its duty and engage in unserious and playful issues. The CBSE engages in projecting the negative image of the judiciary and constitution among the newer generation.

I, therefore, appeal you to dismiss the authorities in CBSE for selfishly misinterpreting the spirit of the of various rights viz. human rights, right to education and constitutional and legal rights for Indians exclusively the kids, the future of the nation and ensure the lawful actions in the aforesaid allegations.  

I attach the writing of the CBSE denying its mandate to interfere in management and internal functioning of the school.
