Subject:-Regarding outsourcing of IP camera to monitor fast developing incident and crime exclusively

Sir,

Bihar is a fast developing state and in many areas Bihar has been pioneer be it RTI, RTPS, RTPGRS and many globally appreciated schemes for the betterment of the people and the society still backwardness haunts and humiliates Bihar in many areas especially in matters pertaining to land and property.

There are many VVIP and ordinary instances of where law feels the heat of lawlessness just due to absence of meaningful legal provisions. The existing laws for land promote and foster hooliganism and total anarchy across the state.

I have few state humiliating examples. The house of one senior IPS officer in Patna has grabbed by anti-social elements on the basis of forged and baseless documents despite honorable Supreme Court order. The land of ISKCON, Patna has been grabbed by unlawful elements despite the undisputed title of the land in favor of ISKCON. The land of one editor of daily Hindi news paper is being claimed and enjoyed by unlawful elements in Samastipur, Bihar. I had been the victim of land grab on way to my house. The land of one army-man started being grabbed in Danapur despite immediate and pictorial complaint to the top district police and administration but due to greed and apathy of the concerned authorities workable land grab was committed. There are uncountable examples of land grab on forged and baseless land documents by anti-social and unlawful elements.

All this happens despite the instant objections and reported complaints in police and SDO but the helpless and humiliating laws for land and above all the greedy and partisan dealing of law enforcement in such matter allows the brazen victimization of real owner of the land and property.

In such matters the legal victory ultimately goes to the real owner or at least to his successor as the victimization and lengthy + humiliating legal process lasts for decades or century.

I, therefore, appeal you to ensure the speedy interference of the police and administration to revert the non-magisterial occupation of land and property although lawful.

I also appeal you to ensure the installation of outsourced I.P camera to monitor the overt or covert development of land and property grab

Subject:-Regarding compulsory plantation by government employees and officers on every government holiday

Sirs,

Many many-hanks to the Prime Minister, Hindustan to instantly honor my advice vide- PMOPG/E/2015/0110078 dated 24-09-2016 to run eco-friendly transport in Parliament yet to be adopted by Vidhan Sabhas.

The significance of plantation has been realized by one and all but the efforts are not translated into satisfactory result.

The compulsory order and practice for all government employees and officers to engage in plantation anywhere at least during government holidays shall result into satisfactory scenario across the country.

I, therefore, appeal you to declare compulsory plantation for all government employees and officers in phase one and save the environment.

Subject:-Regarding necessitating LIE-DETECTING, POLYGRAPHIC TEST and NARCO TEST on payment to prove innocence

Sirs,

As an existing social being and a social reformer, I am the eye and soul witness of many false court and police cases where the accused-victims keep crying foul, swearing by their loved ones and willing to pay anything to prove their innocence timely before the authorities from top to bottom but all in vain. The institution, the court of justice, where little is heard is always late and costs the prestige, money, career and life of the innocent.

The pseudo-complainant never accepts nor offers any scientific method to prove truthful to the manipulated accusations but the victims of pseudo-accusations are always ready to undergo any scientific test to prove their innocence risking the reputation, money, career and life which is ignored insensitively, tactically, racially, regionally, bureaucratically, socially or illegally.

The theme of our justice system is to free hundred criminals to save single innocent but it applies only on VVIP and not on cattle class de facto.

Our country doesn’t rule out the fact that the lives of innocent are destroyed through immatured, unfair and delayed justice.

I, therefore, appeal you to ensure necessitating the scientific test including LIE-DETECTING, POLYGRAPHIC or NARCO TEST at least on the request and demand of pseudo-accusations victims against the payment incurred on such test.

CBSE की तालिबानी कार्यप्रणाली की PMO में शिकायत के बाद CBSE का U-turn

Subject:-Regarding actions against irresponsible authorities in CBSE

Sir,

CBSE has been functioning above the spirit of the constitution ignoring the interest of the judiciary, constitution and public interest.

I wrote a representation to the CBSE vide-DOSEL/E/2014/00157 dated 17 Feb 2014 against St. Michael’s High School, Digha, Patna for brazenly defying the honorable Supreme Court order prohibiting the interview for the kids with its parents for admission in Std. one. The school is such a tyrant that it flashed the compulsory interview for kids and its parents on its website violating the honorable SC order.

I intimated the CBSE of such misdeed of the school whereupon the CBSE pleaded impotent to act lawfully and mal-defined the power and mandate of the CBSE. The CBSE says that it is an examination conducting body and has nothing to do with the management and internal functioning of the schools.

I wrote another representation to the CBSE vide- DARPG/E/2015/05296 dated 7^th May-2015 referring the freewheeling of the schools to run the classes in double shift from as early as 6 am to make enormous money violating the human rights (right to sleep) of the kids and people but the CBSE has been squatting on it till date.

The same CBSE withdrew the affiliation of the DAV School, Board Colony, Shastri Nagar, Patna for no fault of the student without making any alternate arrangement for the students to continue their education without hurdle and harassment but the CBSE dramatically took cognizance of the issue of the book publishers, a non-human and non-judicial violations by the same schools.

The entire episode is evident that the CBSE is irresponsible in discharging its duty and engage in unserious and playful issues. The CBSE engages in projecting the negative image of the judiciary and constitution among the newer generation.

I, therefore, appeal you to dismiss the authorities in CBSE for selfishly misinterpreting the spirit of the of various rights viz. human rights, right to education and constitutional and legal rights for Indians exclusively the kids, the future of the nation and ensure the lawful actions in the aforesaid allegations.  

I attach the writing of the CBSE denying its mandate to interfere in management and internal functioning of the school.

विषय:-देश में बेरोजगारी आपदा घोषित कर रोजगार राहत अभियान चलाने के सम्बन्ध में ।

माननीयगण,

अतिअवाश्यकता पूर्वक कहना चाहता हूँ कि हमारे देश में आने वाले दिनों में अगर कोई सबसे बड़ी स्वाभाविक समस्या होगी तो वो होगी उग्रवाद और आतंकवाद जिससे हम अधिकाधिक संख्या में भारतियों की निर्दोष जान गवां कर सिर्फ संघर्ष करने का बहलवा दे सकते हैं जैसा की आज अनेकों इस्लामिक और पश्चमी देशों में हो रहा है । बड़े पदों पर बैठे कुछ लोग अपनी सुविधा और रोजगार का अस्तित्व बचाने के लिए उपर्युक्त अवश्यभावी त्रासदी को नजरंदाज करने या तुच्छ बताने का मक्कार प्रयास करते हैं ।

अमेरिका सहित भारत के वर्तमान गृहमंत्री इस बात को स्वीकार कर चुके हैं कि भारतीय बेरोजगार बड़ी संख्या में आई०एस०आई०एस० सहित अन्य आतंकवादी संगठनों से तेज़ी से जुड़ रहे हैं फिर भी इस दिशा में कोई कारगर निर्णय या पहल नहीं की जा रही है । उक्त समस्या का प्रकोप इतना भयावह होने वाला है कि आने वाले दिनों में बड़े पदों पर भी बैठे लोगों के साथ उनके रिश्तेदारों और उनके प्यारे-न्यारों को भी राष्ट्रपति भवन, प्रधानमंत्री आवास जैसे भवनों में पुनर्वास करने कि आवश्यकता होगी या उन सभी लोगों को जेड श्रेणी की सुरक्षा अनिवार्य रूप से सुनिश्चित कराना पड़ेगा जो शायद संभव नही हो पायेगा । ऐसे में इस बात कि आवश्यकता है बेरोजगारी को राष्ट्रीय आपदा घोषित कर राज्य एवं राष्ट्रव्यापी रोजगार राहत अभियान चलाया जाए । राष्ट्रव्यापी रोजगार राहत अभियान चलाने की शुरुआत करने के लिए सबसे पहले देश में आठ घंटे की कार्यावधि को चार घंटे की कार्यावधि में परिवर्तित किया जाए और आने वाले दिनों में जो बहाली हो उसमें चार घंटे की कार्यावधि लागू हो । इस प्रकार हम लगभग उतने हीं संशाधन में वर्तमान से दोगुने लोगों को रोजगार मुहैया करा सकते हैं और उग्रवाद-आतंकवाद का रुख कर रहे नौजवानों को बड़े हीं सहजता से रोक सकते हैं । ऐसा करने से कर्यगति की किसी एक कर्मचारी और अधिकारी पर निर्भरता जैसी लाचारी समाप्त होगी साथ हीं कार्य निबटारा पारदर्शी और स्फूर्त होगी ।

अतः आप सभी से विनम्र निवेदन है कि अपनी-अपनी क्षमतानुसार बेरोजगारी आपदा को गंभीरता पूर्वक लेते हुए उच्चस्तरीय किंतु समयबद्ध समिति का गठन कर उक्त सुझाव के सभी पहलुओं पर विचार के उपरांत जल्द से जल्द चार घंटे की कार्यावधि को लागु करने का इमानदार प्रयास किया जाए ।

The relevance and significance of CYBER CRIME CELL is not recently known because state as well as central government is maximally dependent on cyber for years. The digital India has been the focus of the central government for last few years and the state government is not exception in digitization of governance but the most neglected CYBER CRIME CELL narrates the apathy of the both central and state governments despite the intimation of insufficiency and inconveniences of the authorities in CYBER CRIME CELL.
