Subject:-Apparently incurable traffic jam.
Sir,
CRIME ON WHEEL
Rash driving, wavy riding, wheelers without documents, rider/drivers without requisite documents, helmet, seat-belt and other means of safety have not only been shocking the people but also the law enforcement. Recent experiments of using various devices to check some kind of violations on wheel have proved fiasco. All the existing measures to check offenses on wheels appear to be nothing more than a bonanza for the law enforcement personnel and the police departments. Offenders on wheels are assured of two handy solutions; one is to grease the palms of those on duty to let go the offenses and the other is to pay the fine which is too meager. The objective of the lawful punishment is to awaken the people of wrong and right with their consequences but the people have been awakened about how to twist the law and influence those engaged in maintaining it. For violating driver/riders, we have many more provisions of monetary fine rather than legal complications and jail term directly.
Steep rise in per capita income and proxy riding/driving has rendered the monetary fine for offense on wheels too meager.
There have been startling but meaningful orders of honorable courts where the offenders have been awarded punishment viz. cleaning of particular temples, standing whole day with traffic police, and requesting hundreds of rider/drivers to be law-abiding on road. The law enforcement must steal the sense of such judgments of honorable courts and implement them along with existing prescribed fine for violating road rules. People are now less worried about money than their freedom, time and privacy. The law enforcement should now press the button of people’s freedom, time and privacy. If these become the order with existing provisions of fine and punishment, the offenders would abstain from indulging in such acts. There might be repercussions of model punishment but if aforesaid model punishment is applied on second, third and habitual offenders, the measures with existing provisions would not boomerang.
It is my sincere appeal to all concerned to take notice of proposed measures to combat offense on wheels.

शराब पर बिहार में युक्तिहीन कानून एवं संशोधन !!!

Subject:-Regarding rationalization of Act against alcohol
Sir,
I am a teetotaler and it was I who published 75% ban on alcohol in social media in February 2015 on record. It was I who wrote you vide 99999-2411140112 and DARPG/E/2014/08546 dated 24-11-2014 to hit hard with laws against the hooliganism/crime in drunkard condition. It was I who wrote the central government, the President of India and others vide- PMOPG/E/2015/0163483, PMOPG/E/2016/0013654, PRSEC/E/2015/11185 and 99999-2711150108 to compensate the revenue loss arising out of alcohol ban but I am in dock to answer the irationalization of the Act to book those whose house and premises are raided with alcohol. It is very easy for anybody to drag any innocent under the Act in connivance with the maximum police openly on sale for meager financial gain.
The Act/amendment is so negatively encouraging that it can become a bigger and more serious menace than drinking and drunk-hooliganism because the Act shall ensure the registration of FIR followed by jail to even innocent. The police never work so transparently and scientifically so as to spare the innocent rather they work to throw the burden. Our police don’t have the resource to keep checking the fingerprints on the bottle of alcohol to point-book the guilty. Our police don’t have resources to exhaust lie-detecting and other scientific tests before the registration of FIR and jail destroying the status and career of any person.
I, therefore, appeal you to modernize and equip the police to fair-investigate the source of alcohol found in home and premises or else Bihar shall be dubbed an orthodox Islamic region like Taliban across the country and globe further tarnishing the grown up Bihar in your tenure of a decade.

China has always been a headache for us needlessly. My demand vide- MODEF/E/2015/00071 dated-07-01-2015 to equip borders with laser wall along Pakistan and its fulfillment has started showing the results with the safety of precious and innocent lives of hundreds and thousands of soldiers guarding the borders.
The installation of auto-firing weapon or electric wall shall send China a clear and direct message that intrusion into India in no longer a kidding.
I, therefore, appeal you, the well-wishers of soldiers, to consider and introduce my demand positively and immediately.

It must be very embarrassing for the police and civilized as the theft of bikes is becoming rife in Patna High Court.
Recently one bike of the lawyer has been stolen from the parking of Patna High Court creating fuss among court incumbents and visitors.
I, therefore, appeal you to ensure early installation of CCTVs at all the points of Patna High Court dispelling the theft syndrome among the incumbents, visitors and common man.

ट्रैफिक नियम तोड़ने वालों से निबटने का आसान तरीका !

Subject:-Regarding installation of I.P Camera to check the menace of traffic jam caused by Alankar Car Service, Harilal Sweet and Punjab national Bank.
Sir,
Alankar Car Service, Rajapur Pul, Patna reportedly claims to provide car service at concessional rate to almost all the top bureaucrats and their near and dear one and Harilal Sweets, West Boring canal Road, Patna reportedly claims to provide all kinds of sweets to almost all the top bureaucrats and their near and dear one at very cheaper rate and Punjab national Bank, Boring Road Crossing, Patna doesn’t have a parking space for even bicycle, hence trio never bother and fear routine traffic jam and consequent penalty caused by unruly parking on the main road by the customers of all three establishments.
Few of them have only symbolic parking lot to ditch the police and administration acting against the establishments partly said to have no parking lot.
On question to all of them, they simply disown the traffic jam caused by their customers and visitors and dare question and objections to unruly vehicle owners.
The installation of CCTV or I.P cameras shall nab these establishments red-handed for running the businesses without required amenities like sufficient parking space causing routine jam forcing the law enforcement ashamed and helpless.
I, therefore, appeal you to ensure the installation of cameras to nab the sources and violators causing traffic nuisance brazenly.

थाना क्षेत्र के विवाद को सुलझाने के सुझाव पर आंशिक पहल !

Sir,
It is very common nowadays the police stations conflict themselves and victimize the victims under the pretext of police station jurisdiction. The rule is clear that the police station do not have to ignore the matter falling under the jurisdictions of other police station yet there is strong reservation by the police stations about it and this is more sure to happen as each police station is overburdened with the cases of their jurisdiction itself. The inclusion of jurisdiction map/sparse of the police stations on wall-painting, sign-plate or boards or other display would certainly help the victims approach the right police station on right time.
I, therefore, appeal you to order the inclusion of jurisdiction map/sparse of the police stations on wall-painting, sign-plate or boards or other display as early as possible to make it another landmark achievement of the Bihar Police.
