Sir,
Many cases sure to turn ugly in future are ignored at police station. Especially the cases related to land dispute, love affairs and eve-teasing etc. The police stations just shrug off such cases hoping to get solved by the elapse of time but that is not a rule. When the matters take ugly turn, the police stations are heard saying that there is no prior information regarding the case. The police stations say so because there is no mechanism at the police stations to compulsorily record the entry of complaints and visitors. The police stations hardly register the cases immediately according to law or duty.
The maintenance of P.S COMPULSORY VISITORS’ REGISTER would solve the problem arising out of so called ignorance of the police stations. As I have ferociously advocated for the installation of CCTV at all police stations getting actualized, the coordination between CCTV footage and the compulsory entry of visitors in P.S COMPULSORY VISITORS’ REGISTER solve many cases at the budding stage. This is extremely cost effective method to detect and prevent potential crimes.
I, therefore, appeal you to order the maintenance of P.S COMPULSORY VISITORS’ REGISTER to be digitized subsequently.

Subject:-Regarding introduction of internet-linked digital scale at all district and state boarder to check overloading of goods carriers, revenue loss, premature damage to roads, emission of higher pollution and promotion of corrupt practices among inefficient and insufficient officials and infrastructure
Sir,
There are well known area of the governments where largest scale irregularities are rampant. Goods transport is one of them. Overloaded goods carriers move freely across the state, Bihar and nation in connivance with the concerned official hierarchy and lacking infrastructure to trap . Overloading causes huge revenue loss to the exchequer, emission of unwanted pollution by vehicles and premature death of state, national and GT roads in Bihar and India. Due to inefficient and insufficient officers and infrastructure to nab and lodge the defaulting carriers, well-known corrupt practices are rampant brazenly. There used to be complaints that government departments and contractors compromised with the quality of roads to earn illegal money but the trend has changed the money earlier saved through substandard construction of roads is now recovered through overlooking of overloaded goods carriers generating unexpectedly huge amount of illegal money. 
I, therefore, appeal you to ensure the introduction of internet-linked digital scale at all major state and national borders to dispel the corrupt image of state and nation.

Sir,
There is a new trend of crime in Bihar i.e. using others identity to advantage or damage self and others legally, socially and politically. I have read news that one of the daughters of “Rashtriy Janata Dal” National President used the address of CM house during the tenure of honorable Chief Minister Sri Nitish Kumar to advantage or damage self or others.
I also received one letter from CBSE on 17-04-2017 which carries the name of Shri Sanjeev Kumar, Son of Sri Ram Dayal Singh, Vill & Post-Datiyana, P.S-Bikram from Bikram, Patna, Bihar whereas it carries my name and address. I never know the person who used my name and address in correspondence with CBSE to ensure action against B.D.Public School, Buddha Colony, Patna.
I, therefore, appeal you to take serious cognizance of my matter and ensure all legal actions against the imposters. If the matter needs to be taken in court, Kindly ensure the deployment of a government lawyer for me, a financially challenged person.
I attach the letter with cover with other similar incident.

Subject:-Regarding the creation of helpline with PMO to act instantly against the freewheeling states of India and their officials
 Sir,
In the Indian states and their officials are brazenly and constantly hostile against the grievance holders needing swift police and administrative actions for relief but the money-starved and remote-controlled police and administrative officials by high-profile unlawful elements remain inactive or use tactics to delay actions and ditch the spirit of needful justice.
The farmers, land and house owners are the victims of such state police and administrative apathy. The anti-social elements become hand and gloves with action taking or remote-controlled police and administrative officials and forcibly grab the land and house or cut the harvest of the genuine owners wandering from pillar to post for any relief. Brazen apathy is experienced at the highest state level police and administrative hierarchy too. If the land and house of the genuine owners is grabbed today, they can’t stop grabbing and getting it back instantly and timely with the help of traditionally snail-paced judicial system. The matter of maximum riots and arson and implication of innocent in false cases meet the same fate.
At this juncture, we need someone to help the victim immediately which of course can’t be anyone from the state. Only central government and its department can be expected to be the rescuers.
We already have faced international humiliation when a poor was heinously denied ambulance to carry dead body of his wife to crematorium in Madhya Pradesh in 2016 inviting the king of Arab country to offer huge amount of money to the victims of national apathy.
I, therefore, appeal you to ensure the creation of national helpline in PMO to rescue the victims of riots, and land-house-harvest eviction unlawfully to save every part of India from brazen lawlessness inviting the anti-national minds across the globe to exploit in an age of social media. The PMO helpline must be available to those who have exhausted the stats machinery.
I am also awaited to be implicated soon in false cases for helping the needy to get speedy justice with the help of Bihar Chief Minister, Sri Nitish Kumar’s innovative system of delivering speedy justice.

न्यायालय में मोकदामों की सुनवाई के दौरान विज्ञान और तकनीक (सीसीटीवी) लगाने के मेरे सुझाव पर सुप्रीम कोर्ट की मुहर !

विषय:-2011 से साक्ष्य कानून में परिवर्तन की मेरी मांग और वर्तमान में साक्ष्य कानून में परिवर्तन की आवश्यकता के मद्धेनज़र कानून में बदलाव करने हेतु ।
महाशय,
निवेदनपूर्वक याद दिलाना चाहता हूँ कि वर्ष 2011 में आपकी पार्टी (बी०जे०पी०) द्वारा समर्थित अन्ना हजारे का जनलोकपाल के लिए राष्ट्रव्यापी आन्दोलन के क्रम में पार्लियामेंट की बी०जे०पी० युक्त स्टैंडिंग कमिटी ने आम व ख़ास से जनलोकपाल पर सुझाव माँगा था और सुझाव देने वालों में एक मैं भी शामिल था ।

के साथ सभी दलों के संसद में अध्यक्ष (स्पीकर:-speakerloksabha@sansad.nic.in) को मैंने अपने पत्र में निम्नलिखित सुझाव और मांगे रखी थी जिसमें से कानून की संख्या को कम करने के एक अति महत्वपूर्ण सुझाव पर अमल करते हुए आपने उसे तर्क और तत्परतापूर्वक लागू भी किया परन्तु मेरी कुछ अन्य निम्नलिखित मांगों पर निर्णायक विचार आपेक्षित है 
1.  न्यायलय में मुकदमों की सुनवाई के दौरान विज्ञान और तकनीकों का इस्तेमाल ।
2.  गवाहों द्वारा न्यायलय में अनेकों बार गवाही देने की कुप्रथा को कम करना ।
3.  गवाहों द्वारा गवाही की अनिवार्यता को कमजोर करना ।
4.  पल-पल ब्यान बदलने वाले गवाहों पर अदालतों की निर्भरता को वैकल्पिक बनाना ।
5.  कागज़ी व अन्य इस प्रकार के सबूतों पर अदालतों की आपेक्षा और निर्भरता कम करना ।
6.  मुकदमों में प्रमाणिकता और साक्ष्य के लिए वैज्ञानिक तरीकों (नार्को टेस्ट, पोलीग्राफिक, लाई-डिटेक्टिंग टेस्ट, साइकाट्रिस्ट टेस्ट, का वृहत पैमाने इस्तेमाल करना व अन्य ।  
माननीय उच्चतम न्यायालय और डिपार्टमेंट ऑफ़ जस्टिस द्वारा 05 नवम्बर 2015 को कोलेजियम सिस्टम में बेहतरी के लिए अधिकारिक सुझाव मांगी गयी थी जिसके आलोक में मैंने कोलेजियम सिस्टम को बेहतर बनाने के साथ अपने विभिन्न सुझावों में से एक न्यायपालिका में विज्ञान और तकनीक को बढ़ावा देना सुझाया था जिसे आपने पटना उच्च न्यायालय के शताब्दी समारोह के समापन समारोह के मंच से मेरे द्वारा माननीय उच्च न्यायलय और डिपार्टमेंट ऑफ़ जस्टिस को DARPG- DEPOJ/E/2015/01633 के माध्यम दिए गए सुझाव को अपनाने की घोषणा की थी और कहा कि न्यायपालिका को हाईटेक होना चाहिए ।
अन्य राज्यों की तरह बिहार में अपराध करने वालों को छोड़ा नहीं जा रहा है हाल में हुयी सभी घटनाओं में सभी अभियुक्तों चाहे वह सत्ताधारी दल के राजनेता हीं क्यों न को जेल के अन्दर भेजा गया है किन्तु साक्ष्य कानून की खामियों का लाभ उठाकर वे लोग कानून को ठेंगा दिखने में सफल हो रहे हैं । बिहार में विपक्ष के लोग जिसमें बी०जे०पी० भी शामिल हैं कहती है सरकार की कमजोर इच्छा शक्ति के कारण अपराधी छूट जाते हैं पर ऐसा नहीं है क्योंकि वर्तमान साक्ष्य कानून में बड़े पैमाने पर सुधार की आवश्यकता है जो केन्द्रीय सरकार के पहल पर हीं संभव हैं राज्य सरकार के स्तर पर नहीं ।
अतः श्रीमान से प्रार्थना है कि साक्ष्य कानून में बदलाव के लिए 2011 से लगातार मेरे सुझाव पर अमल करने की कृपा की जाये और राज्य के साथ देश में भी अपराधियों को कानून का भय हो ।

Subject:-Regarding the creation of mobile voting booth on demand
Sir,
Duly I wish to say that in elections, voters stay away or unofficially boycott the election due to various reasons viz, inclement weather condition, distance of booth, threat from electoral violence, post-election retaliation by loosing or winning candidates, helplessness of mothers of babies and dependents in their homes etc. It all happens substantially in ward election in Patna also. There are about twenty to thirty thousand of voters in one ward but the ward election candidate wins election with three to eight hundred votes or so. Almost all the voters of one ward in dozen shares only ten to fifteen percent of total votes which kills the spirit of much-boasted electoral democracy in India. The people are much less interested in voting in ward election due to optional expectations of services from Ward Councillors. In state capital, Patna, the municipal councillor election traditionally marks the strongman-ship, hooliganism, sporadic electoral violence, cunningness, mal-preparation of voter lists, delimitation of wards through corrupt practices etc. In ward number twenty three and four and few others, there are several apartments where voters unofficially prefer boycotting electoral practices which is a real embarrassment to the electoral democracy.
 I, therefore, appeal you to ensure the introduction of mobile voting booths on demand in upcoming municipal election in Patna at least, provided the stipulated number of voters demand so in written.
