To,
The Director General of Police, Bihar
The Principal Secretary, Home Department, Bihar
The Chief Secretary, Bihar
The Honorable Chief Minister, Bihar
The Honorable Minister, Home Affairs, India
The Honorable Prime Minister, Hindustan
Date:-20 October 2015
Subject:-Regarding linking of even heinous crimes to land
disputes to evade lawful actions by law enforcement
Sirs,
The biggest crime in our country is terrorism due to
international disputes and the second baggiest crime is Naxalism due to land
disputes in our country.
Large chunk of our defense resources is thrusted to counter
Naxalism which is the result of negligence of law enforcement. The phrase “Land
Dispute” for law enforcement and administration has become a goliath which chews
and swallows the entire constitution and law book as the crimes of all degrees originating
from any land dispute is not taken into serious account by law enforcement due
to required legible and continuous attention, loopholes in system dealing with
it and partially due to absence of required laws.
The apathy of law enforcement is so appalling that even
robbery, molestation, abduction, murder, rape, gang-rape, thrashing and many
cognizable offences are put into one dumping truck of land dispute.
There is one such
incident like robbery in the knowledge of police that happened with Babita Devi
W/o-Sri Dilip Singh Vill-Gauripur, P.S Naya Ram Nagar, Munger-811201, Bihar
(India) Mobile Number-7549499047 on 10-10-2015 at about 1 pm in which action is
still awaited.
I, therefore, appeal
you to share the type of concerns at national level compulsorily involving the states
and make quick responding mechanism or
laws because it is sure to dent the national prosperity further.
Regards
