विषय:-उद्यान अस्पताल द्वरा विभिन्न उलन्घनों के सम्बन्ध में ।

महाशयगण,

निवेदनपूर्वक कहना चाहता हूँ कि नागेश्वर कॉलोनी, पूर्वी बोरिंग कैनाल रोड, थाना बुद्धा कॉलोनी, पटना स्तिथ उदयन नारायण अस्पताल मात्र दस/बारह फीट के गली के बहुमंजिली ईमारत में चल रही है ।

इस अस्पताल को चलाने में अस्पताल चलाने के लिए मौलिक सुविधाओं का ख्याल नहीं रखा जा रहा है,  जैसे एम्बुलेंस व मरीजों को लाने वाले वाहन को पार्क करने की कोई जगह का नहीं होना । एम्बुलेंस, डॉक्टर्स की गाड़ियाँ, मरीज़ और उनके परिज़नों की गाड़ियाँ को अस्पताल के सामने मात्र दस/बारह फीट के मुख्य मार्ग पर हीं लम्बे समय के लिए खड़ा किया जाता है जिस कारण प्रति दिन दर्ज़नों बार रास्ता अवरूद्ध होता है और जाम की समस्या उत्पन्न होती है । ट्रैफिक पुलिस की नियुक्ति की अव्यावहारिकता के कारण मार्ग हमेशा अवरूद्ध रहता है और हमेशा जाम में फंसे लोगों के बीच गाली-ग्लौज और मार-पीट की नौबत आती है ।

अस्पताल भवन के निर्माण में भी घोर लापरवाही बरती जा रही है । मात्र दस से बारह फीट के रास्ते में बहुमंजिली भवन का निर्माण लगातार करवाया जा रहा है जो भवन निर्माण व अन्य सुरक्षा संबंधी नियमों का खुला उलंघन है । भवन निर्माण और मरम्मत कार्यों के लिए आवश्यक सामग्री; बालू, सीमेंट, गिट्टी, छड, ईट और टाइल्स को दस/बारह फीट के मुख्य रास्ता पर रखा जाता है जिससे अक्सर रास्ता अवरुद्ध होता है ।

अस्पताल में पर्याप्त मौलिक सुविधाओं के आभाव के बीच किसी प्राकृतिक आपदा या आग लगने जैसी घटनाओं के उपरांत सबसे ज्यादा मरीजों को नुकसान का सामना करना पड़ सकता है जिससे बचने के लिए उपायों व आवश्यकताओं संबंधी नियमों का संस्थाओं व अधिकारीयों के आँखों में धुल झोंक कर खुला उलंघन किया जा रहा है ।

इस अस्पताल के पूर्व में केन्द्रीय दूरसंचार मंत्री श्री रवि शंकर प्रसाद का आवास है और पश्चिम में पटना उच्च न्यायालय के अधिवक्ता और विधान परिषद् के सभापति स्व० तारा कान्त झा का आवास स्तिथ है इसके वावजूद नियम तोड़ने में अस्पताल कोई कसार नहीं छोड़ रहा है ।

पुरे मामले में भवन निर्माण उलंघन, ट्रैफिक नियम व अन्य के साथ मरीजों की सुविधाओं व सुरक्षाओं को नज़रंदाज़ करके सपष्ट रूप से मानवाधिकारों का उलंघन किया जा रहा है ।

डॉक्टर्स को बुद्धिजीवी माना जाता है लेकिन इस मामले में कुछ लोगों ने डॉक्टर्स को बुद्धिजीवी के बदले गुंडा, अपराधी व हत्यारा का दर्ज़ा देने का प्रयास कर रहे हैं ।

अतः आप सभी महानुभावों से अनुरोध है कि अपने-अपने क्षेत्राधिकारों में मानवता, नैतिकता और नियमपूर्वक कारवाई करें ।

मामले में मुझसे समझौता करने या शिकायत वापस लेने का दबाव नहीं बनाया जाए ।

Sir,

Our country has come very far from the practice of exorcism but some responsible in our country is still playing the promoter or agent of exorcism. The media claims to be the fourth and important pillar of the constitution but it also indulges in an act of exorcism as agent or promoter for meager monetary benefit. There is no exception of the news paper to publish such aid promoting exorcism.
I, therefore appeal you to ensure non-publication and non-promotion of such ad at least in the news media strictly.

Nikon कैमरा पर प्रतिबन्ध अनिवार्य !!!

Subject:-Regarding immediate ban on the camera of Nikon in Bihar and India

Sirs,

I have had one 8 megapixel camera of Nikon L21. I purchased another 16 megapixel camera of Nikon L31 on 29 June 2015 but the picture quality of 16 megapixel camera is much worse than 8 megapixel camera. I raised the complaint to the email (NindSupport@nikon.com) of Nikon, India on 30 June 2015. The Nikon asked me to produce two pictures taken by 8 megapixels and 16 megapixel camera each. I sent the pictures to the email of Nikon on 1^st July 2015. The Nikon told me to turn on the VR option in camera and take the picture and send it again. I turned the VR ON and took the picture but there is no improvement in the picture quality but the Nikon took no minutes to declare the picture quality best.

I am also using this camera to help Patna Police with their work which is being hampered daily.

The Nikon is so confident of its approach that it doesn’t fear the available evidences in the form of pictures.

I, therefore, appeal you to order the examination of the quality of all three pictures taken by 8 megapixel, 16 megapixel camera and picture taken after VR ON mode and instantly ban the product of Nikon as it is defrauding the thousands of customers across the state and country blatantly. It is an open challenge by Nikon to the Indian administration to act against Nikon. I also appeal you to ensure me a good quality camera from Nikon.

Subject:-Regarding the formation of a committee comprising judges to rationalize the salary and other benefits of representatives.

Sir,

It is very unfair itself on the part of central and state government to increase their salary. The government never increases the salary of their employees without ruckus but the government increases their (MPs & MLAs and ors) salary without any delay and difficulties. There must be one committee comprising the judges of honorable courts to rationalize the salary of the representatives. The reason behind the hike in salary of the representatives is inflation which is not limited to the representatives. It affects all the people including the state and central government employees. There must be one parameter that if the salary and other benefits of the representatives is increased, the salary of the employees must increase simultaneously and proportionately.

I, therefore, appeal you all the concerned to act in your capacity and order the necessary steps.

Subject:-Regarding regional corresponding violence due to unfair treatment to officers from other states

Sir,

Leaders and officers are the role model for masses of any states and country. If leader pass any comment or indulge in any act unfairly it sparks violence or harmony. It is common that Biharies in other states are abused, tortured, harassed and packed which leaders from Bihar react angrily and bitterly but for last few months Bihar is gaining the image to abuse, torture, harass and pack even the officers from other states, let alone common man. The print media writes every detail of any officers taking charge of new postings including the home state, caste, family background, and other such details of the incumbents. When the government orders the transfer and posting of officers from other states shortly, frequently in the event of any breakthrough in any cases against the influential leaders especially politicians and ministers from ruling party or cause lawful inconvenience to the powerful people, the message or action of the government clearly informs the masses across the country and the people interpret or experience that unfair treatment is being inflicted to the officers from other states out of regional biasing which sparks corresponding regional violence in other states leaving many casualties and other losses. The blame-game among states leader starts but the people from states suffer their own for long.

Few months ago one IPS officer from Maharashtra Mr. Shivdeep Lande was treated unfairly by frequent transfers and demotion, and now the IPS officers from Haryana Mr. Jitendra Rana has been treated unfairly as he has been transferred as SSP, Patna for acting lawfully and firmly against influential politician from the ruling party in Bihar.

My family members had also been the victim of corresponding regional violence due to such unreasonable steps by powerful people.

I, therefore, appeal you act swiftly ensuring corrective measures regarding unreasonable transfer of IPS officer Mr. Jitendra Rana in just about six months to avoid any possible backlash or resentment resulting in regional corresponding violence across the country.

महाशयगण,

देश का शायद हीं कोई व्यक्ति इस बेशर्म सच्चाई से इनकार करेगा कि देश के संचालन में कर्चारियों और अधिकारीयों की भूमिका अहम् और इकलौता नहीं होती है जिसके स्थानांतरण और पदस्थापना की हाट (बाज़ार) सर्वोच्य पदों पर बैठे राजकीय और राष्ट्रीय महत्व के लोग अपने निजी लाभ के लिए चलाते हैं ।

इस हाट से स्थानांतरण और पदस्थापना को बोली लगाकर खरीदनेवाले लोग संविधान नहीं बल्कि रूपये के प्रति अपनी वफादारी को बाध्यकारी मानते है और हर वो कुकर्म करते हैं जो उन्हें आगे भी स्थानांतरण और पदस्थापना खरीदने योग्य बनाते हैं ।

कुछ ऐसे हीं हालात न्यायपालिका में थे जिसे केंद्र में वर्तमान सरकार ने कालेजियम प्रणाली में बदलाव लाकर हालात को बेहतर बनाने का ईमानदार व जन-कल्याणकारी प्रयास किया ।

कर्मचारियों और अधिकारीयों के स्थानांतरण और पदस्थापन में न्यायपालिका + नागरिक + सामरिक सदस्सीय समिति इसलिए अनिवार्य है क्योंकि ऐसे स्थानांतरण और पदस्थापना से न्यापालिका के कार्यों में बाधा उत्पन्न होती है, नागरिकों के लिए विकास कार्यों में बाधा उत्पन्न होती है और देश की सुरक्षा में लगे समर्पित जवानों को देश के अन्दर से हीं भितरघात का सामना करना पड़ता है जो देश के अस्तित्व पर हीं प्रश्नचिन्ह लगा देता है ।

ऐसे समिति के गठन का निर्णय लेना बहुत हीं कठिन हैं और कीड़े-मकोड़ों की सोंच रखने वालों के वश की बात नहीं है अतः आप महानुभावों से प्रार्थना है कि साहस का परिचय देते हुए उक्त सुझावों और शिकायतों पर अविलम्ब अमल और करवाई करने का आदेश दें ।
