Subject:-Regarding necessitating cabinet approval for any administrative and departmental diktat with a view to extort money.  

Sir,

The administrative officers are already getting high salary but they are said to be saying that to retain plum and strategic posting they require huge amount of money. The administrative officers keep squatting on the grievances and suggestions of the people and victims which the administrative officers pick up occasionally to extort huge amount of money tactically by issuing diktat regarding inspection, implementation, non-compliance and others subsequently withdrawing the diktats after being personally and financially satisfied. Such freewheeling diktat has become the tools of administrative officers and departments to extort money from anyone or any institution.

It may be recalled that soon after the formation of coalition government in Bihar in 2015, there were extensive and rack less raids on medicine dealers to unearth bungling and adulteration which abruptly ceased as if the entire medical dealings were purified in Bihar. The medicine racket is still rampant on record on large scale.

Recently the education department, Bihar issued the diktat that above one thousand schools in Patna shall be closed for non-compliance of Right to Education but the schools and associations are busy collecting money to roll back the diktat instead of preparing the error-free implementation of RTE further. Gradually the administrative officers are soft on its diktat to shut above one thousand schools dramatically buckling under the pressure of school association in Bihar.

Same way the CBSE officers issued diktat to frame guidelines for the appointment of principals in schools to filter rowdy and undeserving elements from becoming principals of school, the maker of the generation but the CBSE rolled back its order supposedly after being personally and financially satisfied to shut its mouth. The story of the CBSE is such that its regional head attended the cold and hot drinks and cozy hospitality at a function organized by school in Patna on 5-2-2017 privately. This proves that CBSE can never take any actions against such defaulting schools.

I, therefore, appeal you to necessitate the cabinet approval before the issue of such diktat by administrative officers publicly with a view to extort money from the defaulters. I also appeal you ensure the monitoring and logical compliance of such diktat against anybody and institutions.

Subject:-Regarding brazen and large scale bungling in the preparation of voter list for ward councilor, the root of electoral democracy forcing it to be Kangaroo electoral democracy.

Sir,

The election of ward councilor and Pnachayat is said to be foundation of electoral democracy but just ahead of Ward Councilor elections in Patna, Bihar, the huge number of bogus, private cum winning voters are being imported to ward from other places and wards to secure victory for particular candidate.

Election Commission seems helpless as there appears to be no full-proof mechanism with the Election Commission to check such voters to protect the spirit of electoral democracy. The image and history of ward councilor election is already notorious and the culture of use of such bogus, private and winning votes during ward councilor elections further frustrate electoral democracy and its subjects.

It is expected that newly, hugely and recently enrolled bogus, private and winning voters can be mincely scattered at booth level to deter mass bogus, private and winning voters to ensure fair election to maximum extent.

It is also expected that all newly and recently enrolled voters for ward councilor elections be verified through online voter list for duplicity to deter bogus voting to only minimum extent as the addition, omission and mutation of spellings in names can be easily changed.

It is also expected that new voters be asked to produce an affidavit mortgaging movable and immovable assets to the government in case of duplicity of names in voters-list with the exception of pardoning the disclosure of duplicity of voting identity before election.

It is most expected that voter-list be added to the UID as almost all the people have UID to operate bank account and avail government benefits and subsidy.

It is also expected that newly enrolled voters must be asked to produce two proofs of identity (one UID) at the time of verification or voting to trap duplicity.

The Election Commission must be cruel to the bogus and duplicity of voters in different wards on complaint instantly as the different candidates in ward councilor election deputes their local agents at booths recognizing the bona-fide voters.

I, therefore, appeal you to ensure full-proof mechanism to dispel the continuance of Kangaroo electoral Democracy at ward level elections.

Subject:-Regarding the creation of residential court of trial
Sir,
The concept of residential court might be new but its relevance in India is very high as the people are denied and delayed justice due to marathon wrestling between the courage of witnesses to testify, threat of accused to deter the testimony and availability of judges. This all can be tackled at one go through the introduction of residential court of trial where the witnesses can stay safely with minimum required infrastructures and basic amenities viz hospital, school, space for commercial activities for the financially aided survival till the completion of the hearing of the cases. Maximum people are delayed and denied justice due to security reasons. The security can’t be provided to all the threatened victim and complainants with limited resources of the government. The residential court may prove to be a boon for the complainant and victims of heinous crimes viz rape, murder, acid attack, massacre, riots, lynching, Khap Panchyat etc. It is well known that to deliver justice we have jails and remand home etc. so we can’t rule out the possibility of extension or creation of living infrastructure for the complainant and victims. We keep experimenting with special courts; speedy trials etc. to secure justice for the victims but inevitable and routine threat frustrate the motto of special courts and speedy trials. There have been instances of special security to the victims and complainant, speedy trials, trials in jail in Bihar in late 2016 after the due hype in media but thousands of victims and complainants minus media-hype face the brunt of criminals, accused and preoccupation of judiciary which endorses my appeal for the establishment of residential courts across the nation exclusively in Bihar, UP, MP and Jharkhand like states.
Above mentioned residential court is somehow the substitute of impending human-free testimony (total scientific investigation)
I, therefore, appeal you to prioritize my appeal to introduce residential court of trail to pay real and higher tribute to the departed architect of the constitution.

Sir,
The unabatedly growing population of particularly community is historically a matter of serious concern for the healthy existence of our country. Keeping in view of the trend of population growth in particular community since independence is very alarming and has started taking toll on Indiahood in different parts of the country. Apart from the above most serious concern, the limited resources and constitutional provisions and various rights equally for all is being encroached upon unfairly and inhumanly by particular community which has become a headache and apparently unmanageable for the most efficient national administration for last few years. The savior of the holy Indian constitution is already facing challenges from the community grudgingly opposed to the abolition of irrational matrimonial practices (triple Talaq) in particular community ever since I wrote about ill-motivated triple Talaq vide complaint registration number- DEPOJ/E/2014/01359 and PRSEC/E/2014/08861 dated 31-05-2014 and 31-11-2014 and others.
The Election Commission has got stardom for overcoming evils and ill-practices recently by banning people, not sending their kids to school, from contesting Panchayat election.
I, therefore, appeal you to ban the people and their children too, if more than two, from voting and contesting election and depriving the people and their children, if more than two, from holding any government post regardless of their religion to save India from pre-meditated sinking of the nation.

Subject:-Regarding introduction of an Act for the redressal of fair grievance and complaint

Sir,

The series of stigma with government can never vanish in countries like India. The stigma includes the popular allegation against government of being biased in awarding rights and justice against particular caste and creed through self or bureaucrats, being apathetic towards the different woes of the people through self or bureaucrats, being dishonest and corrupt for according or restricting any mass schemes through self or bureaucrats. We can simply say that the government is targeted for every desatisfactory thing without exception. Most of the governments keep sweating to evolve the ways to help the people enjoy justice and rights although most of the people derail the sincere effort of the government through fabricated, unfounded and false complaints, application and representations smashing the valuable time of the system involved in delivering justice and protecting the rights of the people. For the denial of justice and infringement of rights, clerks and bureaucrats are blamed with the government although the fault lies partly within the applicant/petitioners who habitually and maliciously cry foul against the governments and its system.

Right to Service, Right to grievance redressal, Right to information are some of the honest effort of the government yet the people are on the streets protesting the so called brazen failure of the government in delivering justice and protecting the rights of the people.

The government needs to come out with an Act containing strict penalty for petitioner filing fabricated, unfounded, false and manipulated complaints etc. and high-powered and time-bound inquiry inviting stringent actions against officials for delaying and rejecting time-bound disposal, justice and rights to the genuine petitioner so that the government may prove innocent publically for what the government is not responsible for.

I, therefore, appeal you to consider my demand to introduce the proposed Act to dispose, deliver justice and protect rights of the honest petitioners. The Act may be ridden by some amount of fee from the petitioners.

Mid-Day meal scheme is not a failure; it is a government-made disaster where we do not come across lapses so called, we just know the casualties routinely.

It appears to be an attempt of government to balance the uncontrolled growing population by allowing Mid Day Meal menace across the nation claiming lives on regular pattern. We can adopt some other ways to control population viz by giving quota in govt. job, subsidies in education etc.

It is bigger than an act of terrorism which kills more children than the people killed in terror attacks across the nation. The Government cannot say no to the aforesaid theory as the government official can be heard saying that the government is helpless in providing basic requirement to run the Mid Day Meal Scheme. The government official can always be seen throwing their hands to check the lapses and corruption

The scheme must be suspended, stopped or replaced immediately to stop the menace resulting from Mid Day Meal across the country.

I, therefore, appeal you to use your acumen and order the suspension, stopping or replacement of Mid Day meal Scheme.

Subject: - Safer Mid Day Meal Scheme

Sir,

There are several shocking news about contaminated and poor quality food for Mid Day Meal. The Mid Day Meal tragedy in Chhapra, Bihar is the most shocking incident which claimed nearly thirty lives of the children. The order of the education department, Bihar Govt. for the Principal to eat the food before serving the food to the children does not serve the purpose as there cannot be transparent monitoring of such direction.

Cooking food on mass level everyday is always very lengthy and unsafe job so we need to switch to some other alternative. The children should be given raw food viz. rice, pulses and vegetable (soybean) every day to cook at their homes. Since the objective of Mid Day Meal to increase the attendance in school, packaged food, biscuit alike should be given with raw food to maintain the boom in attendance. Such initiatives would enable the authority as well as parents to check the quality of food as well as biscuit and others. This would also enable the parents to take preventive steps.

I, therefore, appeal you to take the advice logically so that the Mid Day Meal tragedy can be stopped.
