Subject:-Regarding announcement
of tender for filing pictures, by all and sundry, of violating vehicle.
Sir,
Patna has become a nonsense
vehicle city. The officers are sweating to instill the traffic sense among the
vehicle owners by adopting different technology and other means but all in
vain. I had earlier advised the Patna police to launch one website to upload
violating vehicles which was appreciated and implemented by launching a
FACEBOOK account for the same purpose which lasted for only few weeks.
There is simple and more cost
effective method to frighten violating vehicles i.e. to announce a tender for
all and sundry to upload/send the pictures of violating vehicles. The
announcement of such tender can get rid of many problems and can benefit many in
many following ways;
1. There
shall be no bickering between the traffic police and vehicle owners on the road
as the picture would work as evidences.
2. The
announcement of tender to upload pictures of violating vehicles on
website/email against the payment Rs.5/- or 10/- to up-loaders of pictures would
earn money thus giving a kind of employment.
3. The
announcement of tender to upload pictures of violating vehicles and its
execution would awaken the violators and future violators about long and
technical hands of laws.
4. Senior/police
officers would not receive pressure call to release the violating vehicles or
reduce the fine on vehicles under the pretext of publicized evidence and due
payment to up-loaders of pictures.
5. The
honest officers would not be blamed for taking routine bribe as it is
reportedly claimed by Alankar Motor Service at Rajapul, Patna which brazenly
encroach the road/public place from morning to night.
6. The
officers would not be targeted for fining the vehicles belonging to judiciary,
government, politicians, bureaucrats and many more.
I, therefore, appeal you to
positively consider it to help Patna get rid of vehicle jam and encroachment only
apparently incurable.

foolproof notice to the opposite party of any cases in court
Sir,
The court is the highest and last
sacred place for victims to seek justice failing which the victims hopelessly opt
for the way of extremism and terrorism but judiciary has been able to uphold
the faith of the people in judiciary but sometimes the faith of the victims
starts shaking when one of the blatant tricks by the persons working under
judiciary perpetrated.
One such blatant tricks is to manipulate
or hold back the services of notice or show-cause to the opposite party of the
case to procure ex parte favorable order, non bailable warrant, eviction or execution
order which is a shocker and fraudulent act to deprive someone to reply and right
to defend against injustice.
The courts have ensured the
creation of websites to upload the details of the cases and dates for next
hearing but the websites of some courts don’t get updated instantly giving an
opportunity to the clever and fraudster to procure favorable ex parte orders.
The physical notice and show
cause delivery system is grossly manipulated or bought in connivance with all
engaged including postman in services to the notice to the opposite party.
Some cases are filed in courts
without the knowledge of the opposite party not getting the notice or show
cause due to blatant manipulation of system for service of notices and show-cause
depriving the opposite party to reply or right to defend against charges in
courts leading to injustice and unwarranted arrest.
Some cases linger in court for long
or years which make it impossible for the party to keep checking the status of
the case on website everyday and suddenly the online status “pending” converts
into “disposed” culpably or inculpably cheating and depriving the party to
reply or right to defend against injustice.
Such situation is common in all
the courts without exception including SDO court.
There have been the malpractices
in courts i.e. money for dates of case and other such vital information which I
have brought to the cognizance of the PMO and the President Secretariat, India vide
complaint Numbers-PMOPG/E/2016/0330055 and PRSEC/E/2016/11885 dated-05-09-2016 swinging
into action ordering the brake on such malpractices by honorable Patna High
Court.
I, therefore, appeal you to
ensure the service of notices or show cause to the party by courts through digital
and full proof means and any such allegations of manipulated service of notice subject
to compulsory forensic investigation followed by reversal of ex party justice unconditionally
with huge penalty and compensation to the victims.

equipping and upgrading of police in view its role in depriving justice and
destroying the people
Sirs,
The police
departments recruit the officers for different posts who all are not sensible,
sensitive and impartial but their role is very crucial in facilitating justice
or destroying the social, academic, family, political and professional life.
There are numerous examples of cases where people are maliciously booked under
IPC under the influence of politicians, bureaucrats, influential persons,
sourceful persons and above all the money instantly destroying the social,
academic, family, political and professional life of the people due to absence
of hi-tech and forensic mechanism for pre-FIR investigation of the veracity of
allegations.
We have
various examples of cases where the accused of fabricated case complete the
jail term followed by acquittal. We also have examples of police officer
charge-sheeting the Kotwali police station, Patna. We have example of people
coming alive after the conviction of accused of malicious and fabricated cases.
We too have many examples of police officers submitting the final reports in
cases but disaster for life comes before justice shows its color. All this
keeps happening just under the nose of so called elite IPS officers who are
also helpless in doing much as the journey of FIRs are lengthy and ends in
snail-paced and frustrating courts. The examples show that the police officers
are robust enough, next to super power God, to play tyrant against anybody. Our
population is not intelligent enough and don’t have access and link to put his
case and argument before seniors officers pre-FIRs.
It is also
very ridiculous that poorly or average educated police officers book the
geniuses and law-makers and all other in the country.
Mere
institution of fabricated FIRs debars the people from many opportunities and
pursuance including the termination from job, job application, cancellation of
recruitment, cancellation of marriages and ostracizing from personal and public
life.
A sting can
be conducted anytime to prove what I have stated.
I, therefore,
appeal you to provide richer facilities to the police to be more sophisticated
and scientific to investigate the allegations pre-FIR followed by up-gradation
of almost fruitless or inferior judiciary as it also depends on police to
survive.

sue the lower and higher bureaucrats in High and Supreme Court
Sirs,
There are innumerous complaints of apathy, inordinate delay, vindictiveness,
conspiracy, hiding of facts, tossing of beneficiaries of government schemes and
judicial contempt against lower and higher bureaucracies in Bihar and India.
The regional and national government is busy framing policies and raising funds
for the welfare of the people but the bureaucrats are busy dexterously to
deprive and exploit the needy, beneficiaries of government schemes and various enshrined
rights the British-Way. The victim runs from pillar to post for generation to
get the due from the government schemes and enshrined rights but all in vain.
The needy and victim who approach the senior or superior against the lower or
higher bureaucracy are brazenly or tactically challenged to suffer forever and
are victimized additionally for gossiping fundamental and constitutional
rights.
Our progressive Bihar government led by Sri Nitish Kumar
since 2005 has been leaving no stone unturned to salvage the needy, beneficiaries
of the government schemes and enshrined rights yet helpless due to the dire
absence of timely and fertile justice delivery system. Sri Nitish Kumar has
introduced Right to Public Service Act and Bihar Right to Public Grievances
Redressal Act but the hands of lower and higher bureaucracy are virtually longer
than any act and laws. No government in the world is able to help the needy and
beneficiaries of the government schemes individually. It is judiciary in India which
gets little respect from the lower and higher bureaucracy so far which suggests
that only judiciary can rescue the needy, beneficiaries of government schemes
and various enshrined rights.
I, therefore, appeal you to ensure the creation of a fund nationally
for the victims (needy, beneficiaries and law abiding) to approach High and Supreme
Court instantly and comfortably to get salvaged at last but late.

Our de facto and
globally approved progressive Bihar government led by honorable Chief Minister,
Sri Nitish Kumar and prospective Prime Minister, India has left possibly no
stone unturned for the overall and comprehensive development according to
global standard, that too with the chocking of revenue with the bifurcation of
Bihar in two parts Bihar and Jharkhand and malnourished revenue of Bihar which all
has also been loudly approved by you, your party and its affiliate without
exception on almost all occasions, even during the segregation of BJP from
Janta Dal United.
Justice delivery
system has been the Achilles’ heel in full-proof development in state like
Bihar. Our reverend Chief Minister, Sri Nitish Kumar did his level best to
ensure timely and full-proof justice to the people of Bihar by enacting a
somehow parallel justice delivery system (Bihar Right to Public Grievances
Redressal Act) but due to the supremacy and finally calling the shots of erroneous
judiciary, the people are still at the helm of freewheeling and British-minded police
and administration for justice. All and sincere efforts of our reverend Chief
Minister, Sri Nitish Kumar (Prospective Prime Minister, India) appears to have
satisfied the people seeking full-proof justice only marginally only due to
absence of constitutional amendments and enactments of laws by the central
government alone which have been pending since long.
The pendency of amendment
in evidence Act, introduction of compulsory scientific and technological
investigation and examination of the evidence, and introduction of time-bound justice
etc. are the only obstacles in making Bihar and India a developed state and
country universally.
I, therefore, appeal
you to ignore the regionalism and party-politics and consider immediate
amendment in the evidence Act, introduction of compulsory scientific and
technological investigation and examination of the cases and its evidence and introduction
of time-bound justice etc. for the genetic betterment of Bihar in total. The hawker-like
offer, packages and bonanza with electoral point of view is going to keep the
state and country Snake-Charmers and ghost-players.

instant ban on vehicles bearing A/F in place of registration number
Sir,
The bureaucratic
freedom and practice to run vehicles bearing A/F in place of registration number
is very shocking to every sensible, intellectuals and law abiding but mushrooming
number of concerned officials all around don’t bother to take cognizance of criminal
consequences in present and future. Vehicles bearing A/F freely indulge in rash
and devastating driving preying on innocent riders, drivers and public on roads
and escape brazenly and violently. Recording the A/F in place of registration
of vehicles doesn’t bear anything as A/F doesn’t lead to any individual
identity.
I, therefore,
appeal you to order immediate ban on vehicles on roads bearing A/F in place of
registration numbers.
