Subject:-Regarding incoherent reply by DGP, Office, Patna Bihar with reference to PMO letter vide complaint registration No-PMOPG/E/2015/0011896 dated 25/06/2015 in view of the honorable Supreme Court order.

Sir,

My letter to PMO vide Complaint Registration Number- PMOPG/E/2015/0011896 dated 25/06/2015 mentioned unfair and frequent musical-chair-like transfers of two IPS officers namely Shipdeep Lande and Jitendra Rana but few more names (news paper clip attached) have been added to the list of victims contrary to the order of the honorable Supreme Court which underlines the minimum two years of posting of IPS and IAS.

I had received one letter from the office of the DGP at the behest of honorable Prime Minister which undermining the honorable SC order justifying the musical-chair game like transfer.

I had also written letters in hundred under the light of the Supreme Court that there must not be any use of loudspeaker between 10 pm and 6 am but a mosque at Dujra, Pahalwan Ghat, P.S-Buddha Colony, Patna rubbishes the honorable SC court in the sound knowledge of top administrative and police officers.

Both the episode shows that the honorable SC order is not any material in Bihar be it at illiterate, lower and common level or higher and administrative level.

I, therefore, appeal you advice the state government to appeal honorable Supreme Court to write one line at the end of the judgments “THE JUDGEMENT AND ORDER IS NOT APPLICABLE IN BIHAR”

Subject:-Regarding public CBI inquiry into mass administrative bungling in selection for all jobs in UP government.

Sirs,

There is no freedom to any state in India to freewheel in any matter be it law and order, finance and recruitment but UP government appears to be crossing all the moral and constitutional limits especially in terms of recruitment by offering job to selective and home community. The UP government pretends to be appearing smarter than the provisions of the rich constitution by premeditating, manipulating and influencing the fair recruitment process. The UP government is maliciously increasing the number of administrative personnel of home community to predictably hijack the state administration during adverse political scenario similar to the pattern of minority community increasing population ignoring the national resources and interest to overpower the province and administration to establish their rule wherever and whatever way possible.

I, therefore, appeal you to order CBI inquiry into home community recruitment scam in UP involving both the failed candidate in various employment examinations and public and also retesting the recruited as done in Bihar (post recruitment eligibility test) and save the Uttar Pradesh, part of India against inevitable anarchism.

I attach the unconfirmed report yet apparently substantial.

Subject:-Regarding my grievance and demand (not suggestion) to make amendment in President’s Rule in states.

Sir,

The people of any state are Indian and have the right to enjoy similarities in many aspects including right to education, justice and law and order etc.

Uttar Pradesh (virtual BLATKAAR PRADESH) evidently appears to have been derailing law and order as the number of cases of atrocities against women and weaker section has alarmingly increased.

The oppositions in Uttar Pradesh (BLATKAAR PRADESH) government may see the derailment of law and order a golden opportunity to cash the derailment of law and order in the next assembly election in Uttar Pradesh (BLATKAAR PRADESH) to defeat the ruling party but the innocent human beings are being administratively massacred likening the ISIS ruled province further demeaning the fastest changing and growing India under the ablest ever leadership.

There are examples of strong opposition against the imposition of President’s Rule as it was termed the thwarting the democracy but it was never opposed on the ground mass atrocities against women and weaker section of the society.

Let the Uttar Pradesh (BLATKAAR PRADESH) government handle every portfolio except one responsible for maintaining law and order.

The President’s Rule is opposed in view of the democratically elected government but semi-President’s Rule is never and will never be opposed for protecting the lives of the human beings, the core of democracy. The head of the nation must ensure that there is no competition in the country viz “Human Beings versus Party Politics.

I, therefore, appeal you to create a provision in the constitution and recommend the imposition of Semi-President’s Rule in Uttar Pradesh (BLATKAAR PRADESH) overtaking the responsibility of maintaining law and order in Uttar Pradesh (BLATKAAR PRADESH) now and rest with the Uttar Pradesh (BLATKAAR PRADESH) Government.

खाप पंचायत पर लगाम !!!

Subject:-Regarding linking the DISMISSAL of local administrative hierarchy to the Khap Panchayat’s execution of orders further followed by punishment to state administration if found guilty of ignoring Khap Panchayat emergence and existence

Sir,

Your personal and national effort to facelift India multilaterally across the world is hindered by traitors like Khap Panchayat and local and state administration responsible to react against Khap Panchayat. The continuation of such premeditated offence by Khap Panchayat might demoralize you, the leader of the nation whichever country and forum you venture.

The Khap Panchayat msut be compared to ISIS in Iraq and dealt with in timely and befittingly so that the message is not spread that our nation is incapable to handle such anti-national acts by pocket Khap Panchayat. Sometimes the top cop term it a regional and marginal problems to be dealt with anytime and anywhere by the order of the national and state head which somehow insinuates that there is a permission from the national and state head to allow ISIS –like Khap Panchayat to flourish.

Recently a Khap Panchyat in Uttar Pradesh has passed an order to rape the sisters and naked-parade in village. The victims and accused of Khap Panchayat somehow moved Supreme Court for safety which shows that the local and state administration has blatantly failed in its duty.

It may also be noted here that huge percentage of such cases doesn’t reach Supreme Court due to immediate execution of order by Khap Panchayat or higher pressure or hostaging by  Khap Panchayat.

After all the Central Government can’t or doesn’t accommodate all the victims and their family in Delhi forever for fear of Khap Panchayat.

I, therefore, appeal you to link the instant dismissal of district administrative hierarchy to any apparent and tactical tolerance against functioning and existence of Khap Panchayat. I also appeal you to order state government to accommodate the victim and accused of Khap Panchayat in Chief Minister’s guest house till the Khap Panchayat members are finally convicted by honorable Supreme Court.

P.S:-Kindly make the cases against Khap Panchayat Non-compoundable.

अधिकतम खुदरा मूल्य पर लगाम !!!!

Subject:-Regarding clarification & definition for any product selling at Maximum Retail Price

Sir,

There is ambiguity with the customers and free willing with the shopkeepers as the maximum shopkeeper compulsorily charges the price of any product according M.R.P written on the product. There are exception of shopkeepers charging the product at lower than M.R.P written on it but this prerogative & privileges lies with the shopkeepers only. The customers have no rights, definition and logic to ask the shopkeeper to fair way.

The shopkeepers also stamp the product with fancy M.R.P themselves instead of printed M.R.P which customers have no easy way to protest or raise complaints against such free willing of shopkeepers.

On some occasion the shopkeepers charge more than M.R.P citing the upkeep of products viz chilled drinks when customers have no way but to pay extra buck or keep moving other shops.

This is a common man problem which can’t or mustn’t be ignored in the larger interest of the customers.

The able ministry must come with blanket rules punishing shopkeepers with the cancellation of license for shop or ensure the closure of such shops for few weeks or evolve a mechanism to trap such shopkeeper with minimum evidence including the audio recording by the customers.

There is one Ayurveda Medicine shop in Maa Bhagwati Commercial Complex at Boring Road Crossing, Patna who charges exactly according to M.R.P and never budge to negotiate the M.R.P.

I, therefore, appeal you to publish the definition of M.R.P and punish those violating, ban the stamping of M.R.P by shopkeepers, hit hard those selling the products at higher rate than M.R.P and simplify evidencing of price negotiation between shopkeepers and customers.
