I feel it necessary that the loser of any election must be issued certificate with the winner of election as it is done in academic institutions across the nation. It may work as a reminder to the candidate and useful in some other ways.

I, therefore, appeal you to create a provision to issue certificate to all the losers in upcoming election in Bihar.
