Subject: - Enemies to industrialization in Bihar
Sirs,
You have been working day night to invite more and more industries in Bihar. Your ground efforts to invite them are worth-praising but the fact remained un-understood. The biggest problems for the industrialists in Bihar had been resourceful extortion by both government and its officials very cleverly. State administrative overlooking of their concerns forced the industrialists to divorce Bihar.
Self styling and selfishness of the police in connivance with other beneficiaries is still the reasons behind no or little interest by industrialists.
When any privileged and law-abiding people approach the police with complaint, the same are registered immediately as expected but the next moment, the police give sermon to the privileged & law-abiding to stay away from legal wrangling and unlawful elements. If the privileged & law-abiding insist on perusing the case, the police give threatening sermon saying that police cannot protect you against the unlawful elements round the clock, so it is better to drop the matter here or else every consequence shall be your responsibility. If and even now the privileged & law-abiding insists on taking the matter further, the police come with his next weapon saying that accused in your complaint have also submitted complaint against you which I will have got to register against you leading to even arrest. When the same talks about approaching senior officers, the police retort that the seniors do not and cannot run and control police station and its area. The police also blackmail the privileged and law-abiding for their valuable times. The police call them to the police station frequently with a view to harass them under the guise of legal formalities forcing them to drop the matter.
This style of police stops the industrialists believing your sincere offer and promises. There are many similar problems which the industrialists are not relaxed about. So more concrete steps need to be taken;
1.      Strong & empowered establishment of industrial police stations across the state on the pattern of Harijan Thana as the matter is a state-level issue.
2.      Industrialist charter in all the concerned departments.
3.      Local police & industrial police station should be given the job to motivate small scale industrialists enabling them to play witness of your claim of good infrastructure and security.
4.      Make all the complaints at the police station non compoundable.
5.      Put almost total ban on door to door Chanda collection as extortion is running under the guise of Chanda during various festivals and free-willing JAGRAN program. Chanda on the name of festivals are the social or legal form of extortion.
6.      Launch one anonymous complaint cell under your supervision to order action against officials and anti-development elements in larger public interest.
I, therefore, appeal you to consider above-mentioned necessities to translate your sincere efforts to woo industrialists into a reality.
