Subject:-Regarding a law to bobbitize or sterilize gang-rapist

Sir,

Nothing is as worst as gang-rape in the society. The rape, its nature and reasons can be debated but gang-rape can’t be debated. There needs a law to provide ad hoc job to gang-rape victim and ensure bobbitizing or sterilization of gang-rapist compulsorily under fast-track court. Delay to make such law is of course a democratic-parliamentary abuse to woman on daily basis. I, therefore, appeal you to order the making of such law at the earliest, if need be, make me a scapegoat for this law.

Subject:-Regarding making rules to confiscate assets, medal and status ((IPS/IAS and others) of dead, retired, transferred or suspended erring government servant 

Sir,

From police station to all other offices there is strong confidence among the government servant that erring government servant has little to do, regret or pay after being transferred, shifted, suspended, sacked or dead for clearing and proposing any faulty proposal for the public or exchequer facing loss and damage in future.

At police station some officer indulges in illegal practices and act causing serious damage or loss to the public or individual and get transferred or sacked as penalty which is meager in proportion to the damage or loss. In other departments the officers clear or propose some project, plan, scheme or certificate which is harmful, waste of money or not beneficial after its implementation consequently the officer is just criticized or transferred or suspended but there is no practice of confiscation of assets or withdrawal of status or degree as punishment. This has been encouraging the passage of faulty projects and plans causing irrecoverable damage to the public and huge loss to the exchequer of the country.

The government servant at the verge of retirement clears such more project, plan, scheme or certificate as they think that the punishment is an exception after retirement or death. More often the government servant calculates the bounty for clearing project, plan, scheme or certificate against the punishment meted after the retirement or death.  

I, therefore, appeal you order the confiscation of assets, degree (IPS/IAS and others) medals status of even dead, suspended, shifted, sacked or retired government servant.

Subject:-Regarding ban on JANTA DARBAR by government and bureaucrats.

Sirs,

It appears ridiculous that our rich constitution has distributed requisite powers to government and bureaucrats with rich infrastructure to sort out public grievances systematically but the same hide their inefficiency under the pretext of JANTA DARBAR.

This is a growing fashion in our country to hold JANTA DARBAR at different hierarchy. There might be an argument behind holding JANTA DARBAR that the over-burdened judiciary would be eased but we should never forget that government and bureaucrats are not the accessories to the entire system in our country. If the government or bureaucrats happen to hold JANTA DARBAR, the work and issues concerning their department shall hamper. The consequences JANTA DARBAR we can see now a days that the judiciary is hearing the cases regarding repairing of roads, covering of manholes, construction of drain, removal of khatals (cowsheds) removal of encroachment, stopping the use of pressure horns, removal of foreign objects from vehicle glass, removal of garbage and many other such petty issues which may well be sorted out at government and bureaucratic levels.

We see that JANTA DARBAR receives the complaint refused or not entertained by authorities and JANTA DARBAR resends the similar complaints to the same authorities somehow wasting time and befooling the common man. If JANTA DARBAR is meant for taking punitive actions against the authorities failing to redress the grievance then JANTA DARBAR should be promoted as well as given constitutional status otherwise there should be self-imposed ban on JANTA DARBAR or it should be legally banned.

I, therefore, appeal you to revisit the concept of JANTA DARBAR and come out with any objective of JANTA DARBAR.

I am compelled to state that the people from north Bihar are not getting higher justice normally. The justice from High Court is a dream comes true for them as they are very far and cut off from the Patna High Court. Most of the justice seekers from north Bihar are penniless and helpless to approach Patna High Court for justice as a result the justice is denied to them. It has always been the endeavor and commitment of our government to provide development with justice to the last person of the state. In existing judicial scenario in Bihar, it can easily be noticed that at least, the people from Bihar need a High Court Bench in Darbhanga or neighboring districts.

I, therefore, appeal you to justify this demand as part of your commitment and order speedy work.

राष्ट्रिय मानवाधिकार आयोग को भंग करने की अतिआवश्यकता ।

विषय:-राष्ट्रीय मानवाधिकार आयोग को भंग या पुनर्गठन करने के सम्बन्ध में ।

महाशय,

निवेदनपूर्वक कहना है कि माननीय उच्चतम न्यायलय के उस आदेश जिसमें दस बजे रात्रि से छह बजे सुबह तक लाउडस्पीकर के प्रयोग पर रोक के साथ दिन में भी धीमी आवाज़ में लाउडस्पीकर बजाने का आदेश, बेसमय और बेहद तीब्र आवाज़ में लाउडस्पीकर बजाने के कारण मानवाधिकार का हनन, और स्वयं मानवाधिकार के सशक्त अधिकार को ध्यान में रखकर मैंने राष्ट्रीय मानवाधिकार आयोग को अनेकों आवेदन और आरटीआई आवेदन दिया जिसका ब्यौरा इस प्रकार है;

और विनती किया कि दुजरा, पहलवान घाट, थाना-बुद्धा कॉलोनी, पटना स्तिथ मस्जिद में असहनीय आवाज़ और रात्रि दस बजे से सुबह छह बजे बीच लाउडस्पीकर को बजने से अविलम्ब रोकने का सख्त आदेश या निर्देश दिया जाए किन्तु महीनों बीत जाने के बाद मेरे किसी आवेदन पर आज तक कोई सक्षम या निर्णायक करवाई नहीं की गयी जिसका परिणाम है कि आज विभिन्न धर्मों के लोगों में सभी बाध्यताओं को तोड़कर लाउडस्पीकर बजने की प्रतिस्पर्धा लगी हुयी है और लोगों की नींद तक हराम हो गयी है । ऐसा प्रतीत होता है मानो कानून तोड़ने वालों की व्यवस्था कायम हो गयी है ।

एक और मामले की जानकारी और शिकायत मैंने राष्ट्रिय मानवधिकार आयोग को भेजा था जिसका ब्यौरा इस प्रकार है;-

इसमें नियम व सुरक्षा मानकों के प्रतिकूल पटना के गाँधी मैदान में चल रहे डिज्नी लैंड मेला पर अविलम्ब दखल देकर रोक लगाने व दिशा निर्देश की मांग की थी क्योंकि यह बच्चों के जान की सुरक्षा से सम्बंधित था लेकिन इस मामले में भी राष्ट्रीय मानवाधिकार आयोग ने अप्रत्याशित विलम्ब किया और एक महिना से अधिक चले डिज्नी लैंड मेला के समाप्त होने के बाद पटना के जिलाधिकारी को पत्र संख्या –CASE No. 1862/4/26/2015/OC द्वारा आठ हफ्ते में जवाब देने के लिए कहा गया जो मासूम बच्चों के जान के प्रति संवेदनहीनता है ।

उक्त घटनाओं से यह स्पष्ट प्रतीत होता है कि संस्था के अधिकारीगण अपनी जिम्मेवारी का निर्वहन उचित ढंग से नहीं कर रहे हैं या राष्ट्रीय मानवाधिकार आयोग हमारे देश में हाथी दांत की तरह है ।

संस्था ने ना तो माननीय सर्वोच्य न्यायलय के आदेश की गरिमा रखी, ना मानवाधिकारों की रक्षा कर रहे है और ना हीं संस्था के उद्धेश्य और शक्ति का निर्वहन कर रही है

अतः संस्था के दायित्वहीन और अक्षम अधिकारीयों को अविलम्ब हटाया जाए या दायित्वहीन और अक्षम संस्था का पुनर्गठन किया जाए या दायित्वहीन और अक्षम संस्था को पूरी तरह से भंग कर दिया जाए सरकार इसकी जिम्मेवारी मंत्रालय को देने का कार्य करे ।

I’d advised by email-vikaschandrabudha@yahoo.co.in the Standing Committee & Loksabha Speaker that we already have enough lwas, therefore we should reduce the number of laws so that people may interpret & use them which has now gained momentum under the ablest PMship.

Many laws were made by Britishers for benefits against Indians. One Act IPC 304 A is being used to settle scores.

I appeal you to amend such laws made by Bristishers/like-minded.
