An authorized appeal to Muslims to self-abide the ideal family-planning, ideal matrimony and ideal boycott of loudspeakers in mosque and under religious banner shall vaporize the rumors and phobia of intolerance.

Muslim should stop committing anti-national acts justifying against the violations by other communities

Kindly propose the aforesaid to check the rumor mongers and the creator of intolerant phobia.

It appears that there is an active element on prowl to tarnish the image of good governance in Bihar. A day before yesterday there was criminal allegations and counter allegations between SHO, Charpokhari, Bhojpur and honorable MLA, Barahara which I requested vide BPGRS Complaint Number-99999-2411150100 dated 24-11-15 to be investigated through scientific investigation setting aside the evil influence of any kind.

Now a new case has cropped up where a Dy SP, Police Headquarter, Bhagalpur Sri Ram Krishna Gupta and Honorable MLA Gopalpur Sri Gopal Mandal has been alleging and counter alleging each other criminally.

I, therefore, appeal you, the bastion of law, to order your dream & transparent formula to apply scientific investigation ((Narco-Test, Polygraphic Test & Lie-Detecting Test) to find out the truth to send a clear message that the laws & constitutions are not dictated individually.

The incident of RJD MLA from Barahara calling the SHO, Charpokhari, Bhijpur has been denting the image of both the MLA and the police amid the allegations and counter allegation by both MLA and SHO.

You have always been worried and concerned to improve the police investigation by introducing and promoting the scientific investigation. It appears necessary in the said case that your dream effort to improve the investigation be applied to find out the truth as the prestige of the MLA is under threat and the morale of the police is at stake.

I, therefore, appeal you to ensure the scientific investigation (Lie-detecting, Polygraphic test and Narco test & others as necessary) of the allegation and counter allegation by honorable MLA and SHO to protect the prestige of the honorable MLA and the morale of the SHO and keep the slogan of super governance high.

But the bill is not enough to make Bihar one of the best states in India.

We need a couple more bills which necessitate the compulsory scientific investigation and speedy trial of the cases in courts as the big hands of law fall short in the absence and inadequacy of evidence and witnesses manipulated, hostaged, threatened, destroyed and killed by influential and resourceful figures of the society delaying and frustrating the justice to the people who hopelessly resort to breaking laws and aligning with the criminal outfits.

The introduction of such laws shall vehemently be opposed as such laws would land many in jail because the crime and violations of laws are rampant across Bihar. To dilute the strong opposition to the said laws, the old cases of crime and violations may be exempted from the paws of new said laws.

The stronger chemistry of caste and strongmanship in Bihar is to stay long, hence the laws necessitating compulsory speedy trial and scientific investigation would change the complex Bihar.

The proposal and enactment of the said laws can also be proposed to the central government by state to show India a vision of developed India de facto.

I, therefore, appeal you to consider my appeal with cool and calm.

Sirs,

As an existing social being and a social reformer, I am the eye and soul witness of many false court and police cases where the accused-victims keep crying foul, swearing by their loved ones and willing to pay anything to prove their innocence timely before the authorities from top to bottom but all in vain. The institution, the court of justice, where little is heard is always late and costs the prestige, money, career and life of the innocent.

The pseudo-complainant never accepts nor offers any scientific method to prove truthful to the manipulated accusations but the victims of pseudo-accusations are always ready to undergo any scientific test to prove their innocence risking the reputation, money, career and life which is ignored insensitively, tactically, racially, regionally, bureaucratically, socially or illegally.

The theme of our justice system is to free hundred criminals to save single innocent but it applies only on VVIP and not on cattle class de facto.

Our country doesn’t rule out the fact that the lives of innocent are destroyed through immatured, unfair and delayed justice.

I, therefore, appeal you to ensure necessitating the scientific test including LIE-DETECTING, POLYGRAPHIC or NARCO TEST at least on the request and demand of pseudo-accusations victims against the payment incurred on such test.

राजधानी पटना में आई पी एस के घर कब्ज़ा कर वेश्यालय चलाने का मामला !!

विषय:-अध्यादेश लाकर जमीन-मकान पर कब्ज़ा करने वालों के विरुद्ध त्वरित करवाई करने के सम्बन्ध में ।

महाशय,

निवेदनपूर्वक कहना है कि आपके आदेश जिसमें जमीनी विवाद को जल्द से जल्द प्राथमिकता देकर पुलिस-प्रशासनिक स्तर से निबटने का आदेश दिया जाता है लेकिन पुलिस बार बार यह फरमान जारी करती रहती है और थाना को हिदायत देते रहती है कि जमीनी विवाद में पुलिस तटस्थ (न्यूट्रल) भूमिका निभाए । इस टकराव का परिणाम है कि आपके मुख्यमंत्री आवास से महज तीन-चार किलोमीटर की दूरी पर एक वर्तमान आई० पी० एस० अधिकारी के मकान और जमीन पर अवैध रूप से कब्ज़ा कर पहले शराब का धंधा, अवैध रूप से एल्युमीनियम गलाने और वर्तमान में वेश्यालय चलाया जा रहा है और थाना आपके आदेश का नहीं बल्कि अपने वरीय अधिकारीयों के आदेश का पालन करते हुए तटस्थ भूमिका निभा रही है ।

ऐसा ही एक मामला आपके मुख्यमंत्री आवास से तीन किलोमीटर की दूरी पर का है जिसमें आपकी पार्टी के एक लम्बे समय से आपके साथ जुड़े वरीय अधिवक्ता के आने-जाने के रास्ता पर अवैध रूप से कब्ज़ा कर शौचालय का निर्माण कर लिया गया है जिसमें पुलिस आपके आदेश का नहीं बल्कि अपने वरिय पुलिस अधिकारीयों के आदेश का पालन करते हुए पच्चीस दिनों तक तटस्थ भूमिका निभाती रही उसके बाद बिना किसी समाधान के खानापूर्ति के लिए धारा 107 लगाई ।

उक्त दोनों सख्स आपके भरोसे बैठे हुए हैं कि उनके त्वरित निष्पादन के लिए आप कोई न कोई कानूनी उपाय निकल कर घंटों या दिनों में अवैध कब्ज़ा से उनके साथ अन्य पीड़ित को भी मुक्त करायेंगे । 

अतः आपसे निवेदन है कि मामले को गंभीरता से लेते हुए एक अध्यादेश लाकर उक्त दोनों मामले के साथ अन्य ऐसे मामले को जल्द से जल्द निबटाने का पहल करने की कृपा करें ।
