बिहार की बदतर शिक्षा को बेहतर बनाने के मेरे सुझाव पर सरकार गंभीर !!

Subject:-Regarding introduction of digital classes in all government schools in Bihar
Sir,
Perplexingly speaking that number of educated officers and academicians hover the policy making of the government but the idea to improve dilapidated education in government schools across Bihar doesn’t flash in their mind. All this amounts to speculation that there is a high profile conspiracy to keep the population illiterate and poorly educated with a view to shield the inefficiency of the bureaucrats and actions against them as the educated shall question the merit and efficiency of the bureaucrats in case of any lapses every now and then.
The government has uniform policy to provide food, uniforms, bicycle, study-materials, scholarship etc. in all the schools but due to variant level of skill, knowledge and education of the teachers, the uniform education fail to be imparted in all the schools. The government is not in a position to overhaul the existing strength and level of education in teachers in schools across Bihar. The only option left with the government is to introduce digital classes of at least 25% of all the periods in schools. The digital class may include cyber connectivity with the headquarter consisting only few experts teachers who shall be guiding the teachers across the state and digital classes simultaneously.
The same may be done through packaged digital classes in case the online digital classes fail to be introduced due to power or cyber shortage. The packaged digital must be designed incorporating test and interaction of every single student in the class-room across the state.
I, therefore, appeal you to take serious cognizance of dilapidated education in Bihar and suggested ways to improve it at an alarming speed.

Subject:-Regarding CBI inquiry into illegal sand mining in Bihar violating National Green Tribunal direction apprehending inevitable national disaster and loot of public money.
Sirs,
The illegal sand mining under investigation in Bihar is yet to be calculated in loss of public money and environmental assets for financial misappropriation and gains as it is spread across Bihar greasing the palms of all and sundry. The illegal sand mining is not a state affair as it is judicially and strictly monitored by NGT. The Investigation Officers of illegal sand mining in Bihar is typically and tactically under pressure to forgo the fair investigation. The example of such allegation is in the sound knowledge of the government and public (attached)
I, therefore, appeal you to realize the fact of manipulation of investigation and order CBI inquiry in the larger interest of public and environment.

Subject:-Regarding replacement of mining tenders by government undertaking, corporation
Sirs,
The state and central governments are holding the dead source and institution of revenue generation and departments compensating the huge monetary loss from the exchequer but the central and state governments have been releasing the tenders of gold generating source and departments viz sand and coal etc.
The Bihar government has shown the extra courage to crackdown on sand mafia, the financier of some political parties and anti universal elements damaging the environment and transparency in financial transaction strongly supported and promoted by PMO and CMO, Bihar.
The corporatization of these two sectors would start generating huge revenue for both central and state governments to announce and implement the schemes of larger public interest. Such move of corporatization of sand and coal mining would also put a brake on the lawlessness and monopoly over law and order to greater extent.
I, therefore, appeal you to immediately declare the corporatization of sand and coal mining in Bihar and Jharkhand followed by other states in consultation with the central government.

SDO कोर्ट की अनुपयोगिता और विलोपन की अनिवार्यता !

Subject:-Regarding the deletion of SDO court in view of its under or mal-utilization
Sirs,
The Sub Divisional Officer/Magistrate is a pure political post appointed by ruling party who are never supposed to work according to the laws instead of political inclination and direction frustrating the legal interest of the victims causing unrest among law abiding people and civilized.

The SDO and SDMs are always compulsorily busy with the movement and functions of the government and its affiliates absenting its court without hearing even urgent matter deserving immediate orders. The gross absence of SDO and SDMs can be verified through digital attendance to be in its court and out of court. The absence of immediate order for actions especially in land dispute and public nuisance has been taking heavy toll in the state which can also be verified through any daily news paper reporting the anarchy, shooting, abduction, murders, communal and racial tension arising out of land dispute and public nuisance.

The SDO and SDM court appear to be so effeminate that it never takes actions immediately even on the sensitive issues arising out of land dispute and public nuisance. Above all, there is no mechanism with the SDOs to receive the petition and application to react instantly against the dispute. The victims are like football between the court of police stations and SDOs moving to and fro always leading to deadly encounter between the two warring parties.

The rare and scare order of the SDO and SDM hardly bear any consequential and practical binding force as the law enforcement is damn sure to manipulate and deliberately misinterpret the order as there is hardly any contempt proceedings and punitive orders against the law enforcement for lapses leading to instill the deep sense of lawlessness among civilized and law abiding people.

The gory consequences of brazen lapses by the SDO and SDM court can be discovered anywhere across the state.
I, therefore, appeal you to either constitute the fact finding committee instantly to delete the court of SDO and SDM followed by the merger of the power of said court with traditional court (civil court) and police to stop blood bath and anarchy due to land dispute and nuisance arising out of marathon and fruitless hearing and functioning in SDO court or act suo moto.

Subject:-Regarding introduction and amendment in the Evidence Act
Sir,
I had officially and on record requested the central government and honorable members of then Lokpal Committee in 2011 (attached) to delete the obsolete laws instead of introducing new Acts because plethora of laws are beyond the comprehension and implementation by authorities themselves which have been positively considered by the post UPA government. Honorable Prime Minister has ensured the deletion of as many as thousand of Acts till now (attached).
The people are getting justice in the cases which are high-profile and sensational only, in rest of the above 90% cases, people keep visiting courts in the hope of justice till the justice become condemnable and meaningless. Such justice, instead of scaring the wrongdoers, encourages the people to commit offences and die naturally within inordinately delayed trial and justice. This all happens due to absence of effective and prompt Evidence Act.
The justice against crime has become so effeminate that the people have started tendering the hobbies of becoming an offender and criminals resultantly the rape, gang-rape, robbery, eve-teasing, molestation, trace passing, capturing of movable and immovable property, public nuisance, kidnapping, murder and road-rage have started victimizing the kith and kin of higher judicial, police, administrative officers and cabinet ministers of state and center.
I, therefore, appeal you to ensure the early introduction and amendment in the Evidence Act to save civility and humanity at least for the judicial, police, administrative officers and cabinet ministers of state and center.
Honorable Chief Minister, Bihar has also realized that there needs an amendment in the Acts at state level. (attached)
I hereby attach my letter to the central government Committee on Lokpal followed by deletion of laws.

Subject:-Regarding hardening the law to tackle on-road menace under the pretext of pseudo fundamental rights.
Sirs,
Although there had been forcibly two category of people in India viz cattle-class and non-cattle people, the non-cattle class people have been growing rapidly in India after the rise of creative and constructive government in Bihar led by Sri Nitish Kumar and India led by Sri Narendra Modi. The people have been overtaking the anti-social elements indulging in anarchy, barbarism and vandalism on road across the nation which has now become imperative to be tamed through introduction and amendment in the Law/Act against road blockade on frivolous grounds under the pretext of foolishly understood fundamental rights against most important human rights and alike.
Not national but there is one recent example in Bihar where the connecting bridges between north and south Bihar were blocked hijacking thousands of people suffering human rights ,legal rights and alike. The barbaric mob didn’t spare even the concerned law enforcement, the SP and the DM (picture attached)
I, therefore, appeal you to harden the Law/Act against any kind of blockade of road and encourage the non-cattle class people to spread civility across the nation.
P.S-The actions must start from the incident reported in the attached news paper.

मकर संक्रांति में पटना में पतंगोत्सव के दौरान नाव हादसा पर लापरवाही के खुलासा के बाद आयोजन के नियमों में महत्वपूर्ण बदलाव !

Subject:-Regarding the official genocide of Bihari insects (common man) during Kite Festivals in state capital Patna riverine 
Sir,
Kite festival on the eve of maker Sankranti on 14 January 2017 was a state affair under the ministry of Art and Culture, government of Bihar but the administrative fiasco led to the culpable and official genocide of half a hundred kids, women and men as a result of brazen absence of adequate number of vassals to ferry the rush, number of ambulances to carry the injured and casualty, first-aid kiosks, proportionate police force, effective ban on private and dilapidated boats, gender control and management system and adequate and alert Disaster Relief Force and many more. The tragedy happened in the early evening of 14-01-2017 and search operation waited for the morning of 15-01-2017 to begin. This is the laughable grandeur of Disaster Relief Force for Bihari insects (common man). One boatman is much better than DRF who managed to save many lives without any wages, award and equipments.
For any private organization on any festivals the tantrum of lower to higher administration is worth filming/recording. No application and request passes without greasing the palms of the signatories in offices but the maximum duffers in the administration need no accountability and no formal NoC from any departments. The government is there to pay the compensation to the administratively considered Bihar insects (common man) to wash the sins of the administration. Our Non-IAS/IPS CM is much better in all aspects who finds faults with the dispensation of the administration; be it the preparation of PRAKASHOTSAV or any other such events.
There was a stampede during the festival Chhat Puja 2012 claiming dozens of lives of kids and women due to novice arrangement rather mismanagement of the administration. I wrote couple of letters of advice vide BPGRS Complaint Number-99999-0403130122, 99999-2907130133, 99999-0610130101 and DARPG Complaint Number- GOVBH/E/2012/00396 and Dy CM Complaint Number-01-1000962 to the state and district machinery to prevent any repeat of the stampede and tragedy like this one but only few of the advice has been implemented leaving the space and possibility for the repeat of stampede and tragedy as happened on Kite Festivals.
It is reported that the administrative officers were busy for the preparation of Human Chain scheduled on 21 January 2017. The preparation of Human Chain is such a big affair that the school kids were not spared from attending schools on the chilliest day beginning on 11-01-2017. It is my letter to the honorable Minister and Women and Child Development, India and National Child Helpline, The Honorable President and honorable Prime Minister, India that woke up the state administration to close the primary schools across the state for two days in advance on 16 & 17 January 2017. Such is the functioning of the state and district administration towards Bihari insects (Common Man)    
State and district administration consider NRB (Non Resident Bihari) the guest of honor and consider indigenous common population insects. The inquiry has been ordered and the finding is probably with me that the accident happened due to crack in the boat and no top officials are responsible for the death.   
I, therefore, appeal you to ensure the participation of disaster literate personnel to avoid any such impending tragedy to save humanity and lives of human being.
