अधिकारीयों के विरुद्ध न्याय के लिए न्यायायिक कोष के गठन की मांग !!

To,
The Honorable president, India
The Honorable Prime Minister, Hindustan
The Honorable Chief Minister, Bihar (Prospective Prime Minister, India)
Date:-22 October 2017
Subject:-Regarding the creation of a fund for the victims to sue the lower and higher bureaucrats in High and Supreme Court
Sirs,
There are innumerous complaints of apathy, inordinate delay, vindictiveness, conspiracy, hiding of facts, tossing of beneficiaries of government schemes and judicial contempt against lower and higher bureaucracies in Bihar and India. The regional and national government is busy framing policies and raising funds for the welfare of the people but the bureaucrats are busy dexterously to deprive and exploit the needy, beneficiaries of government schemes and various enshrined rights the British-Way. The victim runs from pillar to post for generation to get the due from the government schemes and enshrined rights but all in vain. The needy and victim who approach the senior or superior against the lower or higher bureaucracy are brazenly or tactically challenged to suffer forever and are victimized additionally for gossiping fundamental and constitutional rights.
Our progressive Bihar government led by Sri Nitish Kumar since 2005 has been leaving no stone unturned to salvage the needy, beneficiaries of the government schemes and enshrined rights yet helpless due to the dire absence of timely and fertile justice delivery system. Sri Nitish Kumar has introduced Right to Public Service Act and Bihar Right to Public Grievances Redressal Act but the hands of lower and higher bureaucracy are virtually longer than any act and laws. No government in the world is able to help the needy and beneficiaries of the government schemes individually. It is judiciary in India which gets little respect from the lower and higher bureaucracy so far which suggests that only judiciary can rescue the needy, beneficiaries of government schemes and various enshrined rights.
I, therefore, appeal you to ensure the creation of a fund nationally for the victims (needy, beneficiaries and law abiding) to approach High and Supreme Court instantly and comfortably to get salvaged at last but late.

न्यायिक सुधार में केन्द्रीय सरकार द्वारा विलम्ब है देश की बदहाली के लिए जिम्मेदार !

To,
The Honorable President, India
The Honorable Minister, Department of Justice, Govt. of India
The Honorable Prime Minister, Hindustan
The Honorable Chief Minister, Bihar (Prospective Prime Minister, India)
Date:-20 October 2017
Subject:-Regarding amendment in evidence Act, introduction of Time-bound justice Act and introduction of compulsory Scientific and Technological investigation etc.
Sirs,
Our de facto and globally approved progressive Bihar government led by honorable Chief Minister, Sri Nitish Kumar and prospective Prime Minister, India has left possibly no stone unturned for the overall and comprehensive development according to global standard, that too with the chocking of revenue with the bifurcation of Bihar in two parts Bihar and Jharkhand and malnourished revenue of Bihar which all has also been loudly approved by you, your party and its affiliate without exception on almost all occasions, even during the segregation of BJP from Janta Dal United.
Justice delivery system has been the Achilles’ heel in full-proof development in state like Bihar. Our reverend Chief Minister, Sri Nitish Kumar did his level best to ensure timely and full-proof justice to the people of Bihar by enacting a somehow parallel justice delivery system (Bihar Right to Public Grievances Redressal Act) but due to the supremacy and finally calling the shots of erroneous judiciary, the people are still at the helm of freewheeling and British-minded police and administration for justice. All and sincere efforts of our reverend Chief Minister, Sri Nitish Kumar (Prospective Prime Minister, India) appears to have satisfied the people seeking full-proof justice only marginally only due to absence of constitutional amendments and enactments of laws by the central government alone which have been pending since long.
The pendency of amendment in evidence Act, introduction of compulsory scientific and technological investigation and examination of the evidence, and introduction of time-bound justice etc. are the only obstacles in making Bihar and India a developed state and country universally.
I, therefore, appeal you to ignore the regionalism and party-politics and consider immediate amendment in the evidence Act, introduction of compulsory scientific and technological investigation and examination of the cases and its evidence and introduction of time-bound justice etc. for the genetic betterment of Bihar in total. The hawker-like offer, packages and bonanza with electoral point of view is going to keep the state and country Snake-Charmers and ghost-players.

A/F लिखे वाहन के परिचालन पर प्रतिबन्ध लगाने की मांग !

To,
The Honorable Chief Minister, Bihar
Date:-07 October 2017
Subject:-Regarding instant ban on vehicles bearing A/F in place of registration number
Sir,
The bureaucratic freedom and practice to run vehicles bearing A/F in place of registration number is very shocking to every sensible, intellectuals and law abiding but mushrooming number of concerned officials all around don’t bother to take cognizance of criminal consequences in present and future. Vehicles bearing A/F freely indulge in rash and devastating driving preying on innocent riders, drivers and public on roads and escape brazenly and violently. Recording the A/F in place of registration of vehicles doesn’t bear anything as A/F doesn’t lead to any individual identity.
I, therefore, appeal you to order immediate ban on vehicles on roads bearing A/F in place of registration numbers.

एकलौती बेटी के साथ भी ठगी करती है नोट्रेडेम स्कूल और संत माइकल हाई स्कूल, पटना

To,
The Honorable Prime Minister, Hindustan
The Chairman, CBSE, New Delhi
Date:-28 September 2017
Subject:-Regarding rubbishing the CBSE guidelines to offer discounted education to single and double daughters of the parent by Notre Dame School, Patliputa, Patna and St. Michael High School, Digha, Patna and others in Patna
Sir,
There are guidelines of the CBSE that single or double daughters of the parents shall enjoy discount in fees in all CBSE affiliated schools across the nation but I know couple of schools in Patna namely Notre Dame School, Patliputra, Patna and St. Michael’s High School, Digha, Patna which not only deprive such students from getting discount in fee but also conspire to omit or delete the records leading to any claim and investigation by CBSE and others.
I, therefore, appeal you to ensure actions against the above named schools with others for habitually rubbishing the guidelines and norms of CBSE. I also appeal you to ensure the compensation to such students by schools since the guidelines.

पुलिस न्यायालय का सृज़न !

To,
The Honorable Prime Minister, Hindustan
The Honorable Chief Minister, Bihar
Date:-22 September 2017
Subject:-Regarding the creation of POLICE COURT
Sir,
In your regime of last about fifteen years, the role of police and law enforcement has surprisingly and logically increased forcing the people to be legally speaking and law abiding. The role of police has been so convincing that people primarily opt and approach the channel (police hierarchy) to place their grievances in case they have problems with the lawful actions and investigation by IOs. The interaction and friendly rapport of public with the police has been so immense that the public have also learned and developed the skill of reasoning and investigation of some cases to maximum extent and all this has become more practical and possible in the age of digitization but there are some police officers (Inquiry Officer) who are fanatically freewheeling and working contrary to even primary police manual and investigation pattern unnecessarily burdening the judiciary, embracing the senior officers and violating the rights of people to fair investigation and justice.
I, therefore, appeal you to ensure the creation of POLICE COURT chaired by senior or retired IPS officers allowing the accused and the well-wishers of the accused to present their grievances against the brazen freewheeling and brazenly derailed investigation.

The Honorable Prime Minister, Hindustan

Subject:-Regarding yearly inspection of private schools at nook and crany for safety against tragedy like earthquake and fire etc. on personal bond of the authorities
Sirs,
The inspection of private schools at every nook and crany in Patna against the tragedy viz earthquake, fire and other safety measures is carried out cosmetically. Due to inspectors being government and low ranking officials, they are not held responsible solely after the tragedy, thus getting a safe passage against lawful actions.
I, therefore, appeal you to ensure the signing of personal bond by government inspectors or hand over the inspection to the agency taking sole responsibility by signing bond and compensation details.
I hereby attach the news paper clip referring the safety and danger to the schools

औधोगिक पुलिस बल के गठन की मेरी मांग लागू !!!

To,
The Chief Minister, Bihar & Other recipients
Dated:-23 January 2014
Subject: - Enemies to industrialization in Bihar
Sirs,
You have been working day night to invite more and more industries in Bihar. Your ground efforts to invite them are worth-praising but the fact remained un-understood. The biggest problems for the industrialists in Bihar had been resourceful extortion by both government and its officials very cleverly. State administrative overlooking of their concerns forced the industrialists to divorce Bihar.
Self styling and selfishness of the police in connivance with other beneficiaries is still the reasons behind no or little interest by industrialists.
When any privileged and law-abiding people approach the police with complaint, the same are registered immediately as expected but the next moment, the police give sermon to the privileged & law-abiding to stay away from legal wrangling and unlawful elements. If the privileged & law-abiding insist on perusing the case, the police give threatening sermon saying that police cannot protect you against the unlawful elements round the clock, so it is better to drop the matter here or else every consequence shall be your responsibility. If and even now the privileged & law-abiding insists on taking the matter further, the police come with his next weapon saying that accused in your complaint have also submitted complaint against you which I will have got to register against you leading to even arrest. When the same talks about approaching senior officers, the police retort that the seniors do not and cannot run and control police station and its area. The police also blackmail the privileged and law-abiding for their valuable times. The police call them to the police station frequently with a view to harass them under the guise of legal formalities forcing them to drop the matter.
This style of police stops the industrialists believing your sincere offer and promises. There are many similar problems which the industrialists are not relaxed about. So more concrete steps need to be taken;
1.      Strong & empowered establishment of industrial police stations across the state on the pattern of Harijan Thana as the matter is a state-level issue.
2.      Industrialist charter in all the concerned departments.
3.      Local police & industrial police station should be given the job to motivate small scale industrialists enabling them to play witness of your claim of good infrastructure and security.
4.      Make all the complaints at the police station non compoundable.
5.      Put almost total ban on door to door Chanda collection as extortion is running under the guise of Chanda during various festivals and free-willing JAGRAN program. Chanda on the name of festivals are the social or legal form of extortion.
6.      Launch one anonymous complaint cell under your supervision to order action against officials and anti-development elements in larger public interest.
I, therefore, appeal you to consider above-mentioned necessities to translate your sincere efforts to woo industrialists into a reality.
