Subject:-Regarding brazen loot under the pretext of insufficient denomination of currency

Sir,

It is very shameful for our nation to have failed to check the brazen loot of hard-earned money of the people under the pretext of insufficient denomination of currency. It is meager amount that people are looted under the pretext of insufficient denomination of currency but the commercial establishments are making huge, easy and unreasonable money cheating both the customers and tax collecting departments of the various governments.

The commercial establishments are tactically extorting for example Rs. 100/- against Rs.99.35 paisa thus tactically stealing 65 paisa of the customers. It is not possible to give the commercial establishment Rs.99.35 paisa as there is no denomination for 35 paisa.

Not only private commercial establishments but also public commercial establishments indulge in tactical theft.

The responsible and sensible government issues license for the operation of commercial establishments so they mustn’t leave such dispute to be settled by perpetrators and victims.

The customers mustn’t be advised to approach courts for the realization of 35 paisa and so on from the erring commercial establishment as it is a government policy matters.

I, therefore, appeal you to ensure the supply of product of available currency denomination or instruct the commercial establishment to refund the amount in paisa at least in the form of some available products like toffee, medicinal candy etc.

Subject:-Regarding actions against irresponsible authorities in CBSE

Sir,

CBSE has been functioning above the spirit of the constitution ignoring the interest of the judiciary, constitution and public interest.

I wrote a representation to the CBSE vide-DOSEL/E/2014/00157 dated 17 Feb 2014 against St. Michael’s High School, Digha, Patna for brazenly defying the honorable Supreme Court order prohibiting the interview for the kids with its parents for admission in Std. one. The school is such a tyrant that it flashed the compulsory interview for kids and its parents on its website violating the honorable SC order.

I intimated the CBSE of such misdeed of the school whereupon the CBSE pleaded impotent to act lawfully and mal-defined the power and mandate of the CBSE. The CBSE says that it is an examination conducting body and has nothing to do with the management and internal functioning of the schools.

I wrote another representation to the CBSE vide- DARPG/E/2015/05296 dated 7^th May-2015 referring the freewheeling of the schools to run the classes in double shift from as early as 6 am to make enormous money violating the human rights (right to sleep) of the kids and people but the CBSE has been squatting on it till date.

The same CBSE withdrew the affiliation of the DAV School, Board Colony, Shastri Nagar, Patna for no fault of the student without making any alternate arrangement for the students to continue their education without hurdle and harassment but the CBSE dramatically took cognizance of the issue of the book publishers, a non-human and non-judicial violations by the same schools.

The entire episode is evident that the CBSE is irresponsible in discharging its duty and engage in unserious and playful issues. The CBSE engages in projecting the negative image of the judiciary and constitution among the newer generation.

I, therefore, appeal you to dismiss the authorities in CBSE for selfishly misinterpreting the spirit of the of various rights viz. human rights, right to education and constitutional and legal rights for Indians exclusively the kids, the future of the nation and ensure the lawful actions in the aforesaid allegations.  

I attach the writing of the CBSE denying its mandate to interfere in management and internal functioning of the school.

CRIME ON WHEEL

Rash driving, wavy riding, wheelers without documents, rider/drivers without requisite documents, helmet, seat-belt and other means of safety have not only been shocking the people but also the law enforcement. Recent experiments of using various devices to check some kind of violations on wheel have proved fiasco. All the existing measures to check offenses on wheels appear to be nothing more than a bonanza for the law enforcement personnel and the police departments. Offenders on wheels are assured of two handy solutions; one is to grease the palms of those on duty to let go the offenses and the other is to pay the fine which is too meager. The objective of the lawful punishment is to awaken the people of wrong and right with their consequences but the people have been awakened about how to twist the law and influence those engaged in maintaining it. For violating driver/riders, we have many more provisions of monetary fine rather than legal complications and jail term directly.

Steep rise in per capita income and proxy riding/driving has rendered the monetary fine for offense on wheels too meager.

There have been startling but meaningful orders of honorable courts where the offenders have been awarded punishment viz. cleaning of particular temples, standing whole day with traffic police, and requesting hundreds of rider/drivers to be law-abiding on road. The law enforcement must steal the sense of such judgments of honorable courts and implement them along with existing prescribed fine for violating road rules. People are now less worried about money than their freedom, time and privacy. The law enforcement should now press the button of people’s freedom, time and privacy. If these become the order with existing provisions of fine and punishment, the offenders would abstain from indulging in such acts. There might be repercussions of model punishment but if aforesaid model punishment is applied on second, third and habitual offenders, the measures with existing provisions would not boomerang.

It is my sincere appeal to all concerned to take notice of proposed measures to combat offense on wheels.

Bihar is well-known for manipulated mob attacks on all and sundry for political, social, financial, communal, religious, administrative, legal and personal mileage.

Unlawful elements incite the people cum mob to attack political rival to withdraw or silence them during election to gain politically.

Unlawful elements incite the people cum mob to attack vulnerable and civilized to gain social mileage by forcing them to flatter needlessly.

Unlawful elements incite the people cum mob to attack the entrepreneurs under the pretext of short-weight and adulteration to extort money from the entrepreneurs to gain financially.

Unlawful elements incite the people cum mob of particular community to attack other caste and community to be communally important and gain communal and religious mileage to exploit the same in all fields.

Unlawful elements incite the people cum mob to attack vulnerable, police and administration to secure the release of accused, withdrawal of cases, influencing investigation and averting arrest and further indulging in unlawful activities by gaining police and administratively.  

Unlawful elements incite the people cum mob to attack public property and vulnerable to negatively influence the judiciary and legal system delivering justice.   

Unlawful elements incite the people cum mob to attack the vulnerable to further weaken them to be exploited menially or sexually.   

This all can be verified and proved by constituting even low ranking officers.

Unlawful elements have become aware that mob violence is reported and treated casually and childishly in police and judiciary.

I, therefore, appeal you to make all efforts to ensure the application of Act for Dacoity and more and additionally extended imprisonment with non-compoundability of the cases and make Bihar an intellectually and humanly leading state.

Sir,

Patna Women’s College, Patna claims to be the college with latest and optimum infrastructure for imparting education but the white lies of this college gets exposed by its conservativeness to deprive its students pursuing higher education from latest technology; internet, as the college has shamelessly been justifying the ban on its students with mobile phones even inside the premises let alone in the class-room. The college is so backward and anti-national (traitor) that it doesn’t respect the call of even Indian Prime Minister Shree Narendra Modi and honorable Chief Minister, Bihar, Shree Nitish Kumar to digitize India.

Almost all the colleges are set to be equipped with WiFi internet facility with the help of state and corporate but Patna Women’s College, Patna is not ready to change its anti-national and ethical image.

The college is supposed to manage to get the NAAC grading unfairly every time because of moles and foxes.

I, therefore, appeal you to strip the college of grading and affiliation if it doesn’t mend its ways and stop being anti-national and ethical.

चंदा की आड़ में सामानांतर राजकीय व्यवस्था !!!

विषय:-किसी भी धार्मिक, सामाजिक या राजनीतिक अनुष्ठान के लिए चंदा वसूली को प्रशासनिक निगरानी में कराने को अनिवार्य बनाने के सम्बन्ध में ।

महाशय,

विनम्रतापूर्वक कहना है कि दोनों राज्य और केंद्र सरकार मिलकर व्यक्ति के आय का लगभग सत्तर प्रतिशत हिस्सा विभिन्न प्रत्यक्ष व अप्रत्यक्ष टैक्सों के रूप में वसूलती है और इसके बाद भी राष्ट्रिय, राजकीय और स्थानीय प्रशासन की देख-रेख में आम लोगों को धार्मिक, सामाजिक और राजनीतिक रंगदारों के पास मजबुरन धार्मिक, सामाजिक और राजनीतिक टैक्स दोहन के लिए छोड़ देती है जो लूटतंत्र जैसा है ।

प्रत्येक वर्ष विभिन्न त्याहारों, सामाजिक, धार्मिक एवं राजनीतिक अनुष्ठानों की आड़ में बड़े पैमाने पर राष्ट्र, राज्य एवं पुलिस-प्रशासन के नाक के निचे चंदा वसूली का अवैध धंधा चलाया जाता है । अराजकता की सभी सीमा तो तब पार हो जाती है जब राष्ट्र, राज्य एवं पुलिस-प्रशासन चंदा वसूली करने वालों से विनती करती है कि जबरन रंगदारी-रुपी चंदा वसूली ना करें , ऐसा करने वालों के खिलाफ करवाई की जाएगी ।

यह बात समझ से परे है कि त्याहारों, सामाजिक, धार्मिक एवं राजनीतिक अनुष्ठानों के लिए राष्ट्र एवं राज्य-स्तरीय रंगदारी-रुपी चंदा वसूली की अनुमति किसी संवैधानिक और कानूनी प्रावधान के अंतर्गत नहीं दी जाती है, फिर भी उच्च पदस्थ लोग रंगदारी-रुपी चंदा और उससे जुड़े निरंतर हिंसा के पश्चात अपनी जिम्मेवारी के प्रति खामोश रहते हैं और उल्टे समाज को हीं सभ्य बनाने का सुझाव दे डालते हैं ।

राष्ट्र, राज्य एवं पुलिस-प्रशासन अगर इस रंगदारी-रुपी चंदा को किसी भी प्रकार से जायज मानती है तो सरकार स्वयं ऐसे प्रतिष्ठानों को आर्थिक रूप से प्रायोजित करे और उसपर आने वाले वित्तीय बोझ की भरपाई करने के लिए आम जनता से त्याहारों, सामाजिक, धार्मिक एवं राजनीतिक अनुष्ठानों के नाम पर अतिरिक्त टैक्स वसूल कर ले, इससे कम से कम आम जनता विभिन्न समितियों में उपलब्ध आवारा और आपराधिक तत्वों के गुंडागर्दी और अमानवता से तो सुरक्षित रहेगी ।

अतः श्रीमान् से प्रार्थना है कि इस कुप्रथा पर लगाम लगाने के लिए निम्नलिखित उपायों पर गंभीरता पूर्वक विचार किया जाए ताकि देश को नियम-कानून से बेपटरी होने से रोका जा सके ;-

1.      त्याहारों, सामाजिक, धार्मिक एवं राजनीतिक अनुष्ठानों के नाम पर रंगदारी-रुपी चंदा वसूली को संवैधानिक या कानूनी दर्ज़ा दिलाना सुनिश्चित किया जाए ।

2.      स्वेच्छा से चंदा देने वालों के लिए सरकार या प्रशासन की देख-रेख में समिति के बैंक अकाउंट या दान-पात्र का संचालन कराना सुनिश्चित किया जाए ।

3.      डोर टू डोर रंगदारी-रुपी चंदा वसूली के लिए अनिवार्य रूप से समितियों के साथ पुलिस बल की तैनाती की जाये साथ हीं पुलिस द्वारा चंदा की रसीद पर काउंटर हस्ताक्षर, मोहर या होलोग्राफिक स्टीकर लगाने को अनिवार्य बनाना सुनिश्चित किया जाए ।

4.      रंगदारी-रुपी चंदा वसूली से जुड़ी किसी भी घटनाओं के लिए कानून में अधिकतम सजा का प्रावधान बनाया जाना सुनिश्चित किया जाए ।

5.      त्याहारों, सामाजिक, धार्मिक एवं राजनीतिक अनुष्ठानों पर होने वाले अनुमानित खर्चों को सरकार द्वारा वहन करने के एवज में नए टैक्स का प्रावधान करना सुनिश्चित किया जाए ।

6.      व अन्य उपयुक्त प्रावधानों पर विचार ।

उकसाने के लिए अधिक कड़े सजा का प्रावधान !!

Subject:-Regarding the creation of a legal provision to punish the guilty extremely for provocation leading to lawlessness and tragedy.

Sir,

Provocations leading to lawlessness and tragedy appear to be the heinous most crime cum culture in our country but backward Bihar seems to be the largest victim of provocations.

There is no area where provocation is exceptions, be it individual, mohallas, police, administration, media, politics and others.

The worst affected communities and individual is illiterate, literate, less educated and legally unaware people.

Mostly upper caste, wealthy, powerful and influential (criminal) people are common to provoke the vulnerable through various tempting including alcoholic stuffs, monetary gains or coercive means to commit frivolous to heinous offences against the rivals and weaker individual or community for exploitation as need be, political mileage is no exceptions.

Police and administration use the means of provocation to dilute the legal and hierarchical pressure to act lawfully.

Being an RTI activist and social reformer I have been facing the community, police and administrative implications of provocation leading to the proliferation of lawlessness in state.

The creative and constructive personalities like you have always been encountering the menace of provocations in society and politics resulting in humiliations.

Presently the laws for provocation is not concrete and frightening, hence the provocation has become the systematically prevalent to run the society, police and administration and even politics.

There are cases of provocations nationally leading to communal and regional riots shaming the nations and state with remarks of being immature and law-less.  

After liquor ban in Bihar, the harsher laws against provocation shall be another bonanza for weaker section and law-abiding people and another feather in the cap of exceptionally developing government in Bihar.

I, therefore, appeal you to ensure the making of provocative elements more vulnerable (with compulsory Narco Test, Lie Detecting Test, Polygraphic Test) to harsher police-administrative and legal actions followed by survey and investigations if needed.
