Subject:-Regarding
compulsory allocation of fund and resources to establish strong Scientific
investigating unit (Spectrography, Lie-detecting, Polygraphic and Narco-Test)
in Bihar.
Sir,
The
Chief Minister, Bihar Sri Nitish Kumar is heartily committed to maintain good
governance in Bihar at any cost but due to unavailability of required resources
to carry out fair and transparent investigation scientifically (Spectrography,
Lie-detecting, Polygraphic and Narco-Test) even into high profile cases let alone
the cases relating cattle-class de facto. The helplessness and non-technicality
of the investigating agency and police result into despair leaving all
law-abiding citizens and authorities disappointed and frustrated.
I
had recently requested the honorable Chief Minister vide-BPGRS complaint
number-99999-2411150100 dated 24-11-2015 and BPGRS complaint number-99999-2511150104
dated 25-11-2015 to ensure fair
investigation into two cases of criminal allegations and counter-allegations by
two MLAs and two police personnels scientifically but is inconclusive yet
sending negative message against the bastion, Sri Nitish Kumar, of good governance.
I,
therefore, appeal you to compulsorily ensure the availability of a full-proof
unit of scientific investigation (Spectrography, Lie-detecting, Polygraphic and
Narco-Test) at the cost of central government to help the good governance flying
high in Bihar.
