Laws outdated

To,
The Standing Committee, Parliament, India,
Indian National Congress, India

Date:-20 August 2011

Subject:-Lokpal and Janlokpal Bill is another wound to the people already suffering the enormity and plurality of laws.

Sir,
I never felt the need of any Lokpal and Janlokpal for common man or mass of the country. It may be the pressure on the government to introduce Lokpal Bill. We already have stringent laws to put the scamaster and corrupt behind the bars. Can anybody tell me that A. Raza, Kanimodhi and Suresh Kalmadi and many more are behind the bars on a trial; No, they all are behind the bars under existing laws against corruption.

Lokpal and Janlokpal are nothing but another woe for the people to interpret and exploit them. What we need today is the reduction of laws so that people may interpret and exploit them. We need minimum and simple laws to enable people to use them to get justice. We simply need to develop a scientific method of trial. We need mechanism to reduce accessories to the cases under trial viz frequent testimony of witnesses, compulsory testimony of witnesses, and dependence of justice on flip-flop of witnesses, complainant and accused. Introduce a mechanism that digs out the truth without the support and cooperation of accused, complainant, witnesses, and documentary evidences. We need to make Narco test, Polygraphic test, Lie detecting test and such other tests.

We have so many laws not translating into justice. The unscientific and complex method of trial of cases is the reason behind the growing crime and corruption. Aforesaid are the reasons to leave the people unaware of laws and its objective leading to mass level of crime and corruption.

The government should start working on the aforesaid scientific mechanism and need not fear the Aandhi of Anna. The government has not been able to exploit the weak point of this Anna movement. The government should call a referendum to collect opinion of people whether they want Janlokpal of scientific justice.

Indians are always obliged to the old and helpless whether right or wrong. This is the culture of our country. We should never see the support of Anna as justified. Everything has something negative and positive. Things can never be zero.

The government simply needs to put certain questions before the movement.

1.      Has alien law put the corrupt behind the bars?
2.      How many people are enthusiastic about approaching police and court, if not, why? Or is it due to unavailability of Lokpal or Janlokpal.
3.      What people are frustrated about; scarcity of laws or complexity of laws.
4.      The people in the movement are not to express anguish about unavailability of Janlokpal, it is simply about they are not happy the way they are supposed to get justice.
5.      Kiran Bedi says introduce Number 101 for corruption. May I know how successfully Number 100 is working? It is not working in major part of our country.

I would be very happy to present my views and fact before the standing committee in person.
