The word minority and majority is enough to define the same. In Bihar the number of upper caste is much lower in comparison to the non upper caste. If the number of community can be the parameter to be declared minority, the upper caste in Bihar must be declared minority. Even the apex court of states and nation believes the same theory to declare minority and majority.
